<br />, <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS PLANNING COMMISSION - MAY 3, 2000 <br /> <br />3 <br /> <br />school did not have a SUP until a significant expansion occurred in 1987, with Planning Case <br />#87-03. <br /> <br />The property is accessed off of County Road E2. They currently have two access points. They <br />are not proposing to change the access at this time. <br /> <br />The site currently has a substantial wooded area along the east property line. They are adding <br />several trees around the building and parking areas. This site meets the city landscape <br />requirements. <br /> <br />Section VI, F, I, j requires one parking space for each school employee plus three spaces per <br />classroom. The site should have a total of 107 parking spaces. They currently have 87 parking <br />spaces which is under the required number. They do not intend to have an increase in staff or <br />students. The expansion is to better accommodate the existing enrollment and staff members. <br /> <br />Zoning Ordinance Section VI, E, 3 regulates lighting. All lighting must direct light away from <br />adjoining lots and public streets, the source of illumination shall be concealed, and shall not cast <br />light that exceeds one foot candle on adjoining property. <br /> <br />The addition will be constructed out of brick, glass, and metal to blend with the existing <br />building. <br /> <br />The Zoning Ordinance in Section VI, F, 4, states the maximum height of a structure is 35 feet. <br />The proposed building expansions do not exceed the height requirement. <br /> <br />The building is required to meet the R-l setback requirements. The proposed addition(s) meet <br />the Zoning Ordinance requirements. <br /> <br />Minimal grading will be done with this project. Rice Creek Watershed District approval is <br />required. <br /> <br />The Zoning Ordinance in Section V, F, 6 states that the maximum lot coverage for structures in <br />the R -1 zoning district shall be 25 percent. The proposed addition provides for a lot coverage <br />that will not exceed the maximum lot coverage for the district. <br /> <br />The Zoning Ordinance in Section VI, E, 4, j requires all mechanical equipment to be constructed <br />and located as to prevent direct view of said equipment. They are proposing some additional <br />mechanical equipment on the roof of the building. <br /> <br />Ms. Chaput stated that Staffrecommends approval of Planning Case #00-23, amendment to the <br />Special Use Permit for Valentine Hills Elementary School, subject to four conditions. Ifthe <br />Planning Commission makes a recommendation on this case, it would be heard at the Tuesday, <br />May 30, 2000, regular City Council meeting. <br /> <br />Dick Daniels, a representative of Perkins & Will, presented depictions of the proposed addition <br />to the school. He stated the School District's recent referendum was concerned with indoor air <br />quality issues, adding the proposed construction will include a new mechanical duct desiccant <br />cooling system. He added this system will be energy efficient and will pay for itself within 10 <br />to12 years. He noted the system will be located on the school's roof and back from the face of <br />the building in all directions. <br />
