,

.

.

.

ARDEN HILLS PLANNING COMMISSION - MAY 3, 2000

5

Commissioner Galatowitsch asked whether security areas will be incorporated into the proposed
plan. Mr. Daniels stated the front entry will be open when children are arriving. He added the
inner doors will be secured at 8:40 a.m., at which time visitors will be required to enter the
school through the administrative offices, which will also be expanded.

Mr. Daniels stated there is nothing in the budget for electronic monitoring or other security
measures at this time.

Commissioner Galatowitsch asked whether exterior lighting will be altered or expanded. Mr.
Daniels stated there are limited lighting changes proposed, adding that new lighting will be
installed on new sidewalks around the addition.

Commissioner Baker asked what the additional cost might be to completely screen the rooftop
cooling units. Mr. Pierce stated that the existing concrete units on the roof would have to be
destroyed and the existing structure would be exposed. He added the cost would be prohibitive.

Commissioner Baker expressed concern that the application might not comply with the
conditions recommended by Staff, specifically Condition #4, pertaining to mechanical equipment
screening. Ms. Chaput stated that the applicant is not proposing any screening.

Commissioner Nelson asked whether the roof unit could be moved to another location on the
roof. Mr. Daniels stated the unit must be located on the new addition as it would be cost
prohibitive to construct it on the existing structure.

Commissioner Nelson asked whether the unit could be side mounted, or another solution might
be reviewed. Mr. Daniels stated the large unit which is proposed is necessary to provide a
change in air quality in the building, and is too large to be side mounted.

Commissioner Galatowitsch asked whether the cooling unit could be located on the ground to the
side of the school. Mr. Daniels stated that the proposed plans would have to be cut extensively
to allow for the cost of such a project.

Commissioner Galatowitsch asked whether a rooftop unit could withstand the elements through
the years. Mr. Daniels stated that such units are designed to go on rooftops.

Commissioner Sand stated that he understands the proposed cooling system is a adequate. He
added he is not convinced that the applicants have attempted to meet screening requirements. He
asked for clarification of a drawing which depicted a different angle of the rooftop unit than what
was being described by the applicant.

Commissioner Sand asked for clarification with regard to the size of the rooftop unit. Mr. Pierce
stated the unit can be has high as 9 feet tall and approximately 22 feet long, and 8 to 1 0 feet wide.
He added that different manufacturers make different sizes.

Commissioner Sand expressed concern that the height would vary, and asked how much they
might vary. Mr. Daniels stated the height could vary by about one foot.
