<br />ARDEN HILLS PLANNING COMMISSION - MAY 3, 2000 <br /> <br />8 <br /> <br />The motion carried unanimously (6-0). <br /> <br />. <br /> <br />This Planning Case will be reviewed at the Tuesday, May 30, 2000, City Council meeting. <br /> <br />PLANNING CASE # 00-25 - GUIDANT - 4100 HAMLINE AVENUE - SITE PLAN <br />REVIEW - PUBLIC HEARING <br /> <br />Chair Erickson opened the public hearing at 8:55 p.m. <br /> <br />Ms. Chaput explained that the applicant is requesting approval of a site plan review to allow for a <br />5,000 square foot cafeteria expansion for their facility located at 4100 Hamline Avenue North. <br /> <br />The cafeteria expansion runs along the west side of Building B. The expansion also includes a <br />small patio area. <br /> <br />The City Council approved the master plan for Guidant with Planning Case #99-15. Site Plan <br />approval is allowed for proposals shown on the approved master plan. With Planning Case #99- <br />15 the expansion of the cafeteria was shown on the approved master plan. <br /> <br />The applicant recently constructed a parking lot on a separate parcel owned by the applicant. <br />They were allowed to do this by showing proof of parking on the campus. They are showing 443 <br />proof of parking spaces just north of the complex between their existing parking and Friskies. A <br />The 443 parking spaces more than cover the 223 parking spaces across Femwood and 29 spaces .. <br />they were short with the construction of the Auditorium. The parking spaces for the auditorium <br />were allowed to be shown as proof of parking with the condition that the auditorium only be used <br />by persons who work at the campus. <br /> <br />As with the Auditorium parking, the applicant would like the required spaces for the cafeteria be <br />also shown as proof of parking. The Cafeteria will only be used by persons who work at the <br />campus. Staff is comfortable with the request to show proof of parking if the Cafeteria is only <br />used by persons who work at the campus. <br /> <br />The number of parking spaces does not seem to be a problem; however, the location ofthe new <br />parking lot has created a parking problem. Employees have been parking beyond the parking <br />rows and in non-designated locations between building A and E. The rows were designed to be <br />24 feet wide allowing two-way traffic. The parking problem has reduced the two-way aisles to <br />one-way. To correct the problem staff would suggest islands be built on the ends of the rows in <br />the locations where parking has been a problem. <br /> <br />The Zoning Ordinance in Section V, F, 4, states that the height of a structure in the III zoning <br />district shall not exceed 35 feet. The proposed addition does not exceed 35 feet. <br /> <br />The Zoning Ordinance in Section V, F, 5 states that the maximum Floor Area Ratio in the I-I <br />zoning district shall be 0.6. The proposed cafeteria will not exceed the maximum floor area A <br />ratio. .. <br /> <br />The Zoning Ordinance in Section V, F, 6, states that the maximum lot coverage for structures in <br />the I-I zoning district shall be 30 percent. The proposed addition provides for a lot coverage <br />which will not exceed the maximum lot coverage. <br />
