She <br />added the issue should be seen as a variance from the requirement given the hardships of the <br />design of the building and the topography of the site. <br /> <br />Chair Erickson stated it would be necessary to slightly modify the staff recommendation to make <br />that obvious. <br /> <br />Commissioner Baker asked whether the applicant had considered using modular panels affixed to <br />the mechanical equipment to closely resemble the materials of the building. He added this would <br />be relatively inexpensive, would not weigh a lot, and would look more architecturally aesthetic. <br /> <br />Mr. Pierce stated that option had been explored, adding that the cooling unit's manufacturers <br />have indicated their warranty will be voided if anything is attached to the unit. He noted that the <br />exterior box has a series of maintenance panels, so screening would need to be far enough away <br />from the box to allow access to these panels. <br /> <br />Commissioner Baker stated that manufacturers should consider producing the units with optional <br />architectural panels. <br /> <br />Chair Erickson stated that a condition might be added to the effect that the parapet on the south <br />addition should be raised approximately three feet above the new roof. <br /> <br />Commissioner Baker stated the applicant should be required to work with staff on choosing <br />acceptable colors for the mechanical building to ensure that it blends with the building. <br /> <br />Commissioner Baker asked whether the parking issue should be discussed. Chair Erickson <br />stated that issue should have been addressed at the time the site plan was redone, approximately <br />four years ago. <br /> <br />Commissioner Galatowitsch stated that the Chatham A venue residents recently petitioned the <br />City to get "no parking" signs on the streets, as staff parking was causing traffic and safety <br />problems. She added that City staff noted there was sufficient parking in the school parking lot. <br /> <br />Mr. Daniels stated there should be adequate parking for full-time staff, part-time personnel, and <br />parents and volunteers, which is a maximum of70 people. He noted there are 87 parking spaces. <br /> <br />Chair Erickson closed the public hearing at 8:53 p.m. <br /> <br />Commissioner Duchenes moved, seconded by Commissioner Sand, to recommend <br />approval of Planning Case #00-23, amendment to the Special Use Permit for Valentine <br />Hills Elementary School, conditioned on: <br /> <br />1. <br />2. <br />3. <br />4. <br /> <br />Compliance with the height for structures. <br />Approval of Rice Creek Watershed District. <br />Compliance with the Lighting Standards of the Zoning Ordinance. <br />The south exterior wall of the proposed addition be raised to a height <br />approximately three feet above the roof. <br />Rooftop mechanical equipment be painted and subject to staff approval with <br />regard to color. <br /> <br />5. <br />
