<br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />May 30, 2000 <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />CC: <br /> <br />Planning Case File #00-23 <br /> <br />FROM: <br /> <br />Jennifer Chaput, Planner <br /> <br />SUBJECT: <br /> <br />Planning Case #00-23, Special Use Permit Amendment <br />Valentine Hills Elementary School <br /> <br />Reouest <br />The applicant requests approval of an amendment to their Special Use Pennit (SUP) for <br />Valentine Hills Elementary School to construct a 10,399 square foot addition. <br /> <br />. <br /> <br />Backl!round <br />The Zoning Ordinance requires a Special Use Permit for "general education schools" in <br />the R-l Zoning District. Since this school was constructed prior to that ordinance <br />requirement, the school did not have a SUP until a significant expansion occurred in <br />1987, with Planning Case 87-03. The proposed addition is for classrooms, a front entry <br />way and mechanical room. <br /> <br />The proposed addition meets all of the criteria outlined in the zoning ordinance with the <br />exception of required parking and screening of mechanical equipment. A total of 107 <br />parking spaces are required (including the new addition) but there are only 87 in total. <br />The applicant has stated that the additional space will not increase the number of people <br />in the facility. Therefore, parking is not a concern since the current amount appears to be <br />adequate. <br /> <br />By Section VI, E, 4, j, all mechanical equipment is to be screened. The proposal has <br />mechanical equipment on the roof of the structure without screening. The Plamring <br />Commission did discuss this at length and provided a condition on the approval that <br />seemed appropriate to meet this requirement. <br /> <br />. <br /> <br />Deadline for Al!encv Actions <br />The City of Atden Hills received a complete application for this request on Monday, <br />April 3, 2000. Pursuant to Minnesota State Statute, the City must act on this request by <br />Friday, June 2, 2000 (60 days), unless the City provides the petitioner with written <br />reasons for an additional 60-day review period.
