The school originally planned to be completed with a fire sprinkler system by then, but due to the passing of the bond referendum, substantial alterations are taking place at Mounds View High School over the next three years. Due to the scope of the new work, and renovations that will be taking place, complying with a completion date by the end of 2001 would create an economic hardship and possibly duplication in efforts (i,e. installing a sprinkler system in areas that within 2 years would be altered.) I believe that the high school is being reasonable in its request for a time extension for completion of the sprinkler system. I would recommend that the City seek a schedule for phasing in ofthe sprinkler system, so that sprinklers can be operational as quickly as possible, starting first in areas not to be altered, and finishing in the areas newly constructed. Second, the City should see what steps are being taken to make sure the building is safe during the construction process, including emergency access to buildings, and exiting from the building during the construction process. The City, in considering the request for an extension of time for completing the fire sprinkler system, can endorse, deny, modify or defer the matter to the State Fire Marshall, See the attached correspondence from the State Fire Marshall and the Lake Johanna Fire Inspector. I would recommend that the City defer the request to the State Fire Marshall for approval.
