In the past, this firm has been
Sanders Wacker Bergley. For the year 2000, a firm was not appointed. The City has
contracted with firms in the past for plarming assistance on a project by project basis (ex.
the neighborhood business and civic center rezoning; comprehensive plan update) but
this service has not been used to its full potential.

Earlier this year, proposals were submitted to Nancy Randall for general plarming
assistance by two firms: McCombs Frank Roos Associates and Michael Cronin and
Associates. The two firms proposed to offer ongoing assistance to staff and to provide
extra assistance with planning cases or workload, when necessary. Although MFRA has
worked with the City in the past and appear to be a very knowledgeable firm, I am very
familiar with Mike Cronin's work from past experience and I would like to recommend
Mr. Cronin, Mr, Cronin has a great deal of experience in many areas of plarming and has
practiced as a plarmer in the private and public sector ofthe metro area of Minneapolis
and St. Paul for many years. He is a very knowledgeable individual and I have had the
pleasure ofleaming a great deal from him in the past. He would be an asset to the
Plarmer position as well as the City for plarming assistance.

Since the original proposals were submitted, Mr. Cronin has resubmitted his proposal to
meet the current needs of the City, as attached to this memo. He is offering a monthly
retainer fee of$125, This fee only applies when his services are used and includes any
number of phone calls made to him within one month. Ifhe is assisting with Planning
Cases where his services are reimbursable by the applicant, his hourly rate would be $95.
If he is assisting with planning issues directly related to the City that are paid by the City,
his hourly rate for meetings and related work would be $75 per hour.

If you require any additional information prior to the meeting, please do not hesitate to
ask.
