.,

"

MICHAEL CRONIN & ASSOCIATES

8

February 8, 2000

rv11W 2 ~j zooa

tit

Ms, Jeonifer Chaput
City of Arden Hills
4364 West Round Lake Road
Arden Hills, MN 55112 - 5794

ow Or

Dear Jennifer,

From our conversations and my experience as a consultant for other cities I believe I can offer the City planning
consulting assistance in at least three areas. They are:

A, Support for City Planning Staff

This set of services could also be described a~ coaching, and, once a relationship is established would
typically be provided over the telephone. Using my experience I couId help the City staff by explaining
common and or best metro planning practices and their application to the issue at hand, lead them through
the process of interpreting and justifying regulations, and answer any planning questions.

The fee stlUcture for this service would be a monthly $ 125 retainer that would cover ail work that could be
done over the telephone. This fee would be assessed only for the months this service is actually used.

B. Advocacy for the City

From time to time a planning issue, development application, or topic arises where additional professional .
planning assistance is immedialely desirable and face to face meetings with City staff, proponents,
opponents, and or other public officials are required. Working as part of the City's team, I \vould pro\ide
professional planning assistance in developing and justifying the City's position in these situations.

This work involves meetings (often adversarial), preparation of worksheets and alternatives and draft and
final reports, public presentations, and would include assisting or, as needed, substituting, for the City
Planning staff at Commission and Council meetings,

The fee structure for this service would be an hourly rate of $75 per hour for services directly paid by the
City, and $95 per hour for services when the City is reimbursed through a development or other agreement.

C. Response to Initiatives

These are projects in the City's work program where the City can be proactive rather than reactive. I could
serve as an "in house" consultant, completing the work at the hourly rate, or, on a case by case basis,
negotiating an altemative ra1e, a flat fee, or a "not to exceed" fee for my services and the services of any
additional professionals that may be required,

I think its strength of this arrangement is its flexibility for the City, its ability to change to match the City's needs
and respond efficiently to the changing opportunities and challeoges the City will always face.

I appreciate your consideration.' nook forward to working with you again. Please call if you or Joe have any
questions or I can provide additional detail or'clmification,'

Sincerely," .

..~

.

8809 West Bush Lake Road.
