<br />e <br /> <br />. <br /> <br />e <br /> <br />- <br /> <br />j <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />June 22, 2000 <br /> <br />TO: <br /> <br />Mayor and City councilmember~ If M ~ <br />Joe Lynch, City Admini8tratord1 v <br />Day in the Park 2000 <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />At a recent Operations and Finance Committee meeting on June 15,2000, during the course ofa <br />staff report for update and information purposes, it was reported that the costs for the Day in the <br />Park had risen from approximately a budgeted amount of$1,500 to approximately $6,000. It <br />was pointed out, during the course of that discussion, thai a majority of the cost was related to <br />the staff attending the event. The cost is actually related to the fact that, on Monday, July 3, <br />2000, City Hall will be closed in an agreement reached between employees and myself who <br />attended the Day it the Park to assist in the event. During the course of that report, apparently <br />the Chairperson indicated his displeasure with the vote of the City Council to allow this <br />exchange of work dates, and wondered why the Operations and Finance Committee had not been <br />involved in such a discussion, and indicated a need to present his displeasure to the City Council <br />at the next available opportunity. <br /> <br />I wanted to take this opportunity to give you some background to this issue, and my rationale and <br />reason for making this decision, and provide you with information if the Chairperson of that <br />organization should come before you and ask the kinds of questions that he posed during the <br />course of the Operations and Finance Committee meeting. <br /> <br />Backl!round <br />In discussing the Day in the Park with Tom Moore, he indicated to me that he wanted to ramp up <br />the event to a larger status because of the fact that there was an expectation on the part of the <br />City that the event would combined with the Fiftieth Anniversary celebration in 2001. He <br />indicated concern that he did not want to go from a very small, local event to a very large <br />community-wide event without some practice, preparation and understanding of the issues <br />involved in going from one type of event to another. <br /> <br />During the course of those discussions, Mr. Moore also indicated to me that at least in his brief <br />experience with the City of Arden Hills, the event had not been widely supported by staff. Most <br />of the volunteers came from the Parks and Recreation Committee, City Council and other <br />interested individuals, but not from staff to a great extent, He expressed an idea to me that it <br />would be wonderful to have City staff be involved in the setup, dismantling and actual operation <br />of the event. He indicated that the Parks Maintenance employees had provided support in the <br />past, but they had worked out a "deal" that employees that were at the event would then not have <br />to come in during other requested times. I agreed with Mr. Moore that it would be ideal for City <br />
