<br />. <br /> <br />Memorandum, Day in the Park 2000 <br />Page Two <br />June 22, 2000 <br /> <br />e <br /> <br />staff to be involved in such an event to show their support, lend their physical abilities, and to <br />assist in developing a team attitude, <br /> <br />I have been meeting, on a monthly basis with Public Works employees at the maintenance <br />facility to talk about topics of interest to both myself and these employees to get to know them <br />better, and show that there can be communication between Administration and Maintenance <br />employees. During the course of one of these meetings, I was asked the question of what the <br />City Hall staff was going to do on July 3'd, The question was asked in regard to the fact that <br />several individuals were contemplating taking July 3'd off as a vacation day, and was the City <br />going to be fully staffed, and if they were not going to be fully staffed, were we going to be open <br />restricted hours, or would we be open at all? At that time, I did not know what we would do on <br />July 3'd, but indicated that I would find out from the Department Heads and office support staff <br />their intent for taking time off, to determine how much staff we would have at City Hall, and <br />indicated I would get back to the Public Works Maintenance employees about this date. <br /> <br />I started to think aboutthe question that had been asked, and the conversation I had had with Mr. <br />Moore about Day in the Park, and tried to put the two events together. I subsequently received <br />some requests for vacation on July 3'd, and saw that we were going to be about half-staffed on <br />that date at City Hall. In conversation with Mr. Moore, Mr. Post and Mr. Stafford, three . <br />individuals I thought should be aware of my idea and would be involved in either financial or <br />physical outcomes of a decision about July 3'd, to weigh in on my idea to offer voluntary <br />involvement with Day in the Park, in exchange for a day off on July 3'd. All parties contacted <br />indicated that they were in favor of such an idea. None indicated that it would cause them <br />operational concerns. <br /> <br />I then met with the Public Works employees, and indicated that I would offer July 3'd as a day <br />off, in exchange for working at the Day in the Park, June 10, 2000. On call coverage would still <br />be occurring as usual for weekends and holidays. I subsequently made the same announcement <br />at a Department Head meeting, and an office support staff meeting. We drafted up a list of tasks <br />and responsibilities and asked employees to sign up for those areas that they had a particular <br />affinity, or ability. <br /> <br />All staff indicated that they would be in attendance, with the exception of Mr, Stafford and Mr. <br />Post. <br /> <br />Exnlanation <br />In my attempt to both encourage and allow employee flexibility, I wanted to find a way to <br />support a growing community event. I felt that the City staff should support, be active and <br />visible at Day in the Park. I wanted to combine these two factors in an offer to all employees. It <br />was never made mandatory that they attend Day in the Park, but I did indicate that if they did not <br />participate, they had the choice of either coming to work on that day, and City Hall would be . <br />closed, or they could take their personal time and have that day off. <br />
