<br />-, <br /> <br />e <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />Memorandum, Day in the Park 2000 <br />Page Three <br />June 22, 2000 <br /> <br />As City Administrator, I felt that this was an administrative issue, and a decision that I have the <br />ability and discretion to make. Mr. Kelliher may come to you with the question about why the <br />City Council decided to allow this to happen. I believe I informed you through a non-agenda <br />item that these were my thoughts. However, I never requested, nor did you ever vote on making <br />this an official action of the City Council. If this was not my place, nor my decision to make, I <br />need to have you indicate that to me, but as the Chief Administrative Officer of the City, I felt <br />that it was. After talking to many different parties, weighing all of the information and <br />experiencing a lack of unity between and amongst employees, I thought this was the right <br />decision and still do, <br /> <br />Also, I felt that the cost to the City for the time off for the employees attending the Day in the <br />Park event was worth the effort. I saw people at that event smiling, interacting with one another, <br />showing off their equipment and vehicles with pride, asking if there was anything else that they <br />could do for either Mr. Moore or in preparation for any of the events and activities at the park. <br />To this point, I felt that there was no interaction between City Hall staff and the Maintenance <br />employees, and saw this as an opportunity to create that interaction. In addition, most of the <br />interaction that the employees have with each other is during a work situation, and this was <br />another opportunity for employees to interact with each other outside of the normal work <br />envirorunent. <br /> <br />cc; <br /> <br />Day in the Park file <br />Tom Moore, Parks and Recreation Director <br />Terry Post, City Accountant/Treasurer <br />Dwayne Stafford, Public Works Director <br />
