Councilmember Grant asked whether this would be a condition for approval. Mayor Probst stated that is a possibility. He reiterated that it would be appropriate to hold the issue over and have staff convey the Council's sentiments to Mr. Mertensotto for future discussion. MOTION: Councilmember Aplikowski moved and Councilmember Rem seconded a motion to table Planning Case #00-14, Variance (Corner Side Yard Setback), Chuck Mertensotto, 3491 Lake Johanna Boulevard, pending further discussion between City staff and applicant. The motion carried unanimously (5-0). B. New City Hall Facility Mr. Lynch stated there are a number of alternate items for Council approval with regard to the New City Hall facility. He added that the proposed second floor windows could be constructed similar in style to the windows planned for the northwest corner of the second floor, or the south side windows on the first floor. e Mr. Lynch stated that a 12" watermain from Hamline Avenue to the City Hall was planned, and the City of Shoreview is not interested in sharing the cost. He added that provision for a left- hand turn off Highway 96 into the City Hall should be reviewed. He noted the total approximate cost for these alternates is $73,000. Mr. Lynch stated that the Council should discuss whether or not to award bids. He noted that an apparent low bidder had been identified. Mr. Lynch stated that the audio visual component for Council chambers should be reviewed. He added that a budget proposal had been received from Electronic Interiors which reflects changes already discussed as well as reuse of the City's current system. He noted the revised budget is $165,125, and the Council had received a breakdown of items covered under this budget. Mr. Lynch stated the City Attorney expressed concern that a bid should not be awarded as the City has not received fee title for the property. He added that if the fee title is not obtained before the contract date, additional costs might be incurred if a bid is awarded. He recommended that the Council consider action with regard to the alternates in question, including the audio/visual budget, but not award the bid until the property fee title is received. Mayor Probst stated he was unable to attend the Council's last worksession, but expressed his .. support of the overall project. He suggested the Council take action on the alternates and budget ,., proposal from Electronic Interiors, but not take action on bids per staff recommendation.
