<br />ARDEN HILLS PLANNING COMMISSION - JULY 5, 2000 4 <br /> <br />nonconforming use which is not permitted by the zoning ordinance and based on current <br />non-conformities which include the height of the tower exceeding the original submittal e <br />and existing antennas which are illegally mounted on the tower. <br /> <br />The motion carried unanimously (5-0). <br /> <br />This Planning Case will be reviewed at the Monday, July 31,2000, City Council meeting. <br /> <br />PLANNING CASE #00-29 - MNDOT - 5400 COUNTY ROAD I _ SITE PLAN REVIEW _ <br />PUBLIC HEARING <br /> <br />Acting Chair Rye opened the public hearing at 7:56 p.m. <br /> <br />Ms. Chaput explained that the applicant is requesting a site plan review of a proposed expansion <br />and remodeling of the existing Minnesota Department of Transportation drivers testing facility, <br />located at 5400 County Road 1. <br /> <br />The applicant proposes: a 2,765 square foot addition to the east and south sides of the structure; <br />remodeling the existing building with new windows, mechanical system, finishes, etc.; <br />simplifying the auto access for checking into the facility; relocating the motorcycle test area to <br />the block west of the current building; converting the motorcycle test area to the east of the <br />building to a staff parking lot; adding a public parking lot on the block to the north of the <br />building. <br /> <br />The State of Minnesota agencies are not required by law to abide by City Ordinance; however, <br />they are choosing to follow City Ordinances. <br /> <br />e <br /> <br />The zoning for this parcel is split into 1-2 and R-l. However, the majority of the parcel, <br />especially that being affected by the expansion, is in the 1-2 District. The R-l surrounds a <br />subdivided parcel ofIand. The evaluation of the proposed expansion will be conducted <br />according to the standards outlined for the 1-2 zoning district. <br /> <br />The current zoning does not match the future land use map in the Comprehensive Plan. <br />However, the rezoning of these properties will have to be City initiated in the future and it is <br />premature at this time to take such action, since there is no known time line as to when the <br />property may be controlled by the City. Therefore, Staff does not recommend rezoning at this <br />time. <br /> <br />The applicant is proposing an addition of 2, 765 square feet onto the east and south sides of the <br />existing drivers testing building, increasing the total footprint of the building to 6,500 square feet <br />from 3,735 square feet. The added space will be office, lounge, written test/application areas, <br />lobby, a client lounge and lavatories. The addition will be one story without a basement. <br /> <br />The use of this property is a public use, permitted in the 1-2 by special use permit. This use and <br />facility were permitted by Planning Case #70-09. e <br /> <br />The minimum lot size for a property in the 1-2 zone is 24,000 square feet with a 100 foot width <br />and 130 foot depth, all of which are met by this property.
