<br />e <br /> <br />e <br /> <br />e <br /> <br />ARDEN HILLS PLANNING COMMISSION - JULY 5, 2000 <br /> <br />7 <br /> <br />Mr. O'Brien stated that MNDOT normally obtains approval from the State Building Code office, <br />but has agreed that the City Building Inspector will have jurisdiction in this case. <br /> <br />Acting Chair Rye asked for the status of the proposed Comprehensive Plan. Ms. Chaput stated it <br />is almost completed, with the exception ofa Water Management Plan as per the Rice Creek <br />Watershed District. <br /> <br />Acting Chair Rye asked whether an amendment to the site plan would be necessary for screening <br />ofthe facility. Ms. Chaput stated that the presumption is that the zoning restrictions would be <br />triggered when future development occurs. <br /> <br />Commissioner Baker stated the property in question fits well in 1-2 zoning, which is identified in <br />the Comprehensive Plan as a variety of business, commercial and industrial uses. <br /> <br />Commissioner Galatowitsch asked, with regard to proposed parking spaces, whether <br />handicapped parking will be adequate. Ms. Chaput stated that issue falls under the building code <br />and will be addressed by the building inspector. <br /> <br />Commissioner Duchenes moved, seconded by Commissioner Galatowitsch, to <br />recommend approval of Planning Case #00-29, Site Plan Review, MNDOT, 5400 County <br />Road I, conditioned on: <br /> <br />I. <br /> <br />The existing temporary structures must be removed from the site following <br />completion of the proposed expansion; <br />Rice Creek Watershed approval must be obtained following City Council <br />approval; <br />A building permit must be obtained prior to construction. <br /> <br />2. <br /> <br />3. <br /> <br />The motion carried unanimously (5-0). <br /> <br />This Planning Case will be reviewed at the Monday, July 31, 2000, City Council meeting. <br /> <br />PLANNING CASE # 00-11 - CITY OF ARDEN HILLS - ZONING ORDINANCE <br />AMENDMENTS - PUBLIC HEARING <br /> <br />Acting Chair Rye opened the public hearing at 8:21 p.m. <br /> <br />Ms. Chaput explained that the City of Arden Hills requests that the Zoning Ordinance be revised <br />according to previous discussions by the Planning Commission and staff. <br /> <br />Ms. Chaput reviewed amendments to Section 11 (D), Definitions, with regard to Item I, <br />pertaining to single family homes that are being used as student housing. <br /> <br />The City has had a number of complaints on single family homes that have been converted into <br />housing for numerous students attending the local colleges. The current code does not have any <br />language in it to deter this type of activity. This can be changed by amending the definitions of <br />Dwelling, Dwelling Unit and Family. Planner Chaput stated that ifhomes for numerous students <br />were desirable, the Planning Commission should look at different zoning districts to <br />accommodate them since that type of home is not typically permitted in single family zoning <br />districts. <br />
