<br />ARDEN HILLS PLANNING COMMISSION - JULY 5, 2000 <br /> <br />14 <br /> <br />Ms. Chaput stated she would discuss this issue with the City Administrator, adding that the City a <br />currently maintains the area which causes frustration for City staff. _ <br /> <br />Commissioner Duchenes stated that the phrase "wireless teleconununications" in the 2nd line of <br />the Special Requirements section might be unnecessary, as the standards should apply to any <br />type of antenna which might be placed there. <br /> <br />Commissioner Galatowitsch stated that the Bloomington ordinance states that the City may <br />terminate a lease. She suggested that such a stipulation might be included so that City staff can <br />make such determinations. Conunissioner Baker stated that incompatibility issues are handled <br />under the lease. <br /> <br />Conunissioner Galatowitsch stated that, with regard to the Council's concern over the different <br />buildings on the site, it would be difficult to force the tenants to share a building. Ms. Chaput <br />stated that it would be difficult to determine a limit to the number of antennas on a water tower, <br />but the City can place a limit on the number of gronnd structures. She added that the antennas <br />are a source of funds for the City. <br /> <br />Conunissioner Galatowitsch asked whether a schematic drawing ofthe Fernwood water tower <br />was available for viewing. Ms. Chaput stated she had been unable to locate any drawings ofthe <br />Fernwood tower. She noted the water tower has only I company with a ground structure, and <br />currently has a lot oflandscaped area. <br /> <br />Conunissioner Baker stated that antennas are unique and will continue to be even more unique. e <br />Conunissioner Galatowitsch stated the City should have an all-inclusive policy which would not <br />limit tenants or restrict antennas to be side mounted on water towers. Conunissioner Duchenes <br />stated, in her opinion, that antennas mounted on top the water towers would not be of major <br />concern. <br /> <br />Acting Chair Rye stated, in summary, that the following items in the June 26 staff memo under <br />the section "Water Towers: Proposed Language Amendment" were reviewed by the Planning <br />Conunission: <br /> <br />Item 7. <br />Item 6. <br /> <br />Special Requirements - removal of the term ''wireless conununications" <br />Screening - possible inclusion of a dedicated fee to be used toward landscaping <br />and screening <br />Height - possible inclusion of an acceptable height greater than 75 feet which <br />would be allowable for the existing site. <br /> <br />Item 3b. <br /> <br />The Conunission directed staff to make the necessary changes and bring the proposed <br />amendments back to the August meeting for a public hearing. <br /> <br />COUNCIL REPORT <br /> <br />Councilmember Rem stated that at the Council's recent June worksession, there was a lengthy <br />discussion with regard to the new City Hall facility, including bids and audio-visual components. . <br />She added there was a presentation with regard to a new City logo which is being considered in <br />conjunction with the City's 50th anniversary celebration. <br />
