<br />Memorandum, Parking Variance, North Snelling Avenue <br />Page Two <br />July 28, 2000 <br /> <br />. <br /> <br />Recommendation <br />Staff would reconunend that the City Council approve the request to allow parking on the west <br />side of Snelling Avenue from 7:00 a.m. to 10:00 a.m. on August 12, 2000, to allow <br />demonstrators the ability to park and obtain access to Highway 96 and the defined protest area, <br />with the following conditions: <br /> <br />. No demonstrations would occur on Snelling Avenue, either at or along the <br />entrance/exit point for North Heights Lutheran Church, at any time during this event. <br />. No group or individual will interfere with any resident or visitor to the Snelling <br />Avenue area, including but not limited to the distribution of material, and blocking <br />Snelling A venue for access or exit for local traffic. <br />. All demonstrators are to stay within the defined demonstration area for the duration <br />of the planned protest. <br />. No individual or group is to block the entrance/exit to the St. Katherine's Ukrainian <br />Orthodox Church parsonage on Highway 96. <br />. The Outfront Minnesota group will promptly remove all trash, including any signs, or <br />any extraordinary cost to do so that are incurred by the City of Arden Hills will be <br />charged to Outfront Minnesota. <br />. Outfront Minnesota will be responsible for developing a notice, with editorial . <br />prerogative by City staff, to be sent to all residents along Snelling A venue and <br />Highway 96, communicating the date, time and expected duration of this event. <br />.
