<br />e <br /> <br />e <br /> <br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />July 28, 2000 <br /> <br />TO: <br /> <br />Mayor and City Councilmembers <br /> <br />.Toe Lynch, City Administrator 4u-tc-- <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Parking Variance, Snelling Avenue <br /> <br />Backl!round <br />On August 12, 2000, North Heights Lutheran Church is hosting an event at their site, which is <br />potentially controversial. <br /> <br />Outfront Minnesota, a Gay, Lesbian and Transgender organization that will demonstrate at this <br />event, has contacted me. They indicated that they will be responsible for organizing the <br />demonstration, and will be the central communication point for any and all other organizations <br />that also will be demonstrating. <br /> <br />The executive committee of this organization wanted to meet with me, and the Ramsey County <br />Sheriff, to discuss the safety of all, and the ability to demonstrate at this event. The discussion <br />focused on where they might be able to stand, park and travel safely and visibly with as little <br />disruption to both the neighborhood and the church property as possible. This group has <br />indicated that approximately 100 - 150 from their organization and other organizations are <br />planning to be at this event to protest. Registration for the event begins as 8:00 a.m., and this <br />group plans to be out in front of the North Heights Church beginning at 7:00 a.m. During the <br />course of our discussion, they indicated that they would try to park at an off-site location and <br />attempt to car pool to the North Heights church site. Apparently, this has not worked out, and at <br />this time, they are making a request of the City to allow parking on the west side of Snelling <br />Avenue from the intersection of Highway 96, south to the location where there is parking <br />allowed at the Floral Park location. <br /> <br />They have petitioned Ramsey County to allow the closure of the southern lane of eastbound <br />Highway 96 traffic, east of the entrance to the North Heights church property, to the intersection <br />of Highway 96 and Snelling Avenue. Ramsey County will block off the lane, and the <br />demonstrators would be allowed to stand on the Highway 96 road right-of-way, as well as a <br />portion ofthe southern eastbound lane that is closed from traffic. Demonstrators would be <br />directed to park along the west side of Snelling A venue and walk up Snelling A venue to <br />Highway 96 to the defined area for demonstration. <br />
