Appendix - Arden Hills Water Quality Task Force - June 2000

Develop storm water-stencilingjsignage program. 9
Develop a citizen awards program to encourage volunteerism and to recognize successful
efforts.
Assign a City Staff contact person for coordination and communication to Council.
Resources:
Most programs would involve second party produced materials and coordination by other
entities. The City's costs would be proportionate to its decision to participate at a higher
level.
For example: The City may want to Sponsor a display or informational exhibit, produce signs
describing specific projects or water quality initiatives, or cooperate in a cable production
about the City of Arden Hills water environment. Alternatively, the City may encourage
another group to bring displays to the City, solicit another governmental entity to produce
signs or use a video from a source such as the University Extension. The City should, at a
minimum, produce an informational map of the various sub-watersheds within the City and
distribute it to all households, 10 This could be done as part of the Water Management Plan

process.

2) Recommendation

The City should encourage and enable citizens to solve water quality issues where they live
by developing or encouraging programs to accomplish City Water Quality goals.

Method(s):
Publicize and encourage interested parties to meet and organize. Provide an informal
format for participation. Recognize successful projects with awards, recognition or
publicizing of problems.
Consider providing a higher level of City support if citizen interest is sufficient. Any City
leveraged support should consider furthering the citizen's own self interest in enhancing
property values and serving City needs for better water quality while lowering City costs.
Defme an appropriate resource guide for landscaping and other BMP's for water quality

9 Stormwater Stenciling Programs~ A volunteer program that marks storm sewer inlets with a notice or a sign, indicating
where the pipe outlets to.
