<br />Appendix - Arden Hills Water Quality Task Force - June 2000 <br /> <br />Maintain communication with RCWD as programs develop and cooperate to help implement <br />program. <br />Implementation(s): <br /> <br />. <br /> <br />Contact educational and civic organizations within the City to encourage participation and <br />development of ongoing programs. Support this effort by recognition and, if necessary, by <br />certifying grant applications to support volunteer testing programs. <br />Resources: <br /> <br />Water quality protocols for monitoring will be available by Fall 2000 via the Metropolitan <br />Council's Department of Environmental Services (MCES), Any established testing program <br />may be eligible for RCWD funding if it contributes significantly to the monitoring of water <br />directly in the Rice Creek drainage. Water quality monitoring training may be available soon <br />through the RCWD or Metropolitan Council. One suggested program would be to test Little <br />Lake Johanna on a regular schedule. Northwestem College has an expressed interest in <br />purchasing equipment and testing Little Lake Johanna. Bethel has done extensive testing <br />on Lake Valentine. The City could apply for testing equipment on behalf of program <br />participants or merely acknowledge the contribution of testing to Arden Hills water quality. <br />A separate citizen program is not contemplated at the present time, but may develop via . <br />RCWD education initiatives. Some staff time may be used to establish lines of <br />communication and identify partners. 14 <br />4) Recommendation <br /> <br />Convene a citizen board to work with Staff in planning a comprehensive Water Management <br />Plan." <br /> <br />Method(s): <br />This plan would include: a comprehensive description of water conditions and resources, a <br />management strategy; an implementation plan and other items mandated by State rules <br />and Metro Council guidelines. Areas of most severe impacts and capitol projects must be <br />identified. In considering the Plan, Arden Hills should: <br /> <br />. <br /> <br />l4 Partners would include contacts with Roseville, RCWD, New Brightou, MN Dot, DNR, and State emergency <br />management (MPCA), <br />15 A technical advisory group that would also manage the plan and determine major components, This board would work <br />with Council, staff and City Engineer. <br /> <br />8 <br />
