<br />. <br /> <br />. <br /> <br />. <br /> <br />Appendix - Arden Hills Water Quality Task Force - Jillle 2000 <br /> <br />As a fully developed City, recognize that water quality requirements might in some cases <br />need to exceed RCWD standards in order to meet Arden Hills' water quality goals. 16 <br />Establish a procedure for cost to benefit analysis of specific structural and non-structural <br />BMP's8arelated to City, commercial and residential projects and establish other procedures <br />and policies as are appropriate to meet water quality needs in a fully developed city. <br />Identify major capital projects for remediation and propose a schedule of corrections. The <br />highest priority item should be the protection of all water bodies in Arden Hills from direct <br />pipe runoff without some pretreatment of the water. 17 <br /> <br />Implementation(sl: <br />Convene a citizen advisory board with staff support to develop the framework and <br />components of the plan, <br />Provide specific process instructions to an advisory board to use in developing basic <br />resources for the plan in cooperation with City goals and previous work accomplished by the <br />AHWQTF. <br /> <br />Use consulting engineers and City staff for review and final product creation of plan <br />document. <br />Resources: <br /> <br />Consulting costs are highly variable. A citizen-facilitated plan could build on work already <br />completed and utilize staff in a cost-effective manner to minimize consultant fees. This <br />model has been used in several cities, 18 <br /> <br />5) Recommendation <br />Request that Rice Creek Watershed District promptly notifies Arden Hills staff of any new <br />projects that potentially impact Arden Hills waters.
