<br />r <br /> <br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />August 17, 2000 <br /> <br />TO: <br /> <br />Joe Lynch, City Administrator <br /> <br />FROM: <br /> <br />Dwayne Stafford, Public Works Director <br /> <br />SUBJECT: <br /> <br />Ingerson Road Improvement Group <br /> <br />e <br /> <br />Back!!round <br />The Arden Hills City Council was presented with a preliminary feasibility report at a <br />eOlillcil meeting last November, which identified the Ingerson Road/Hamline Avenue <br />area for street improvements in 2000. Many residents attended an inforn1ational meeting <br />and the council meeting and expressed dissatisfaction with the proposed improvements <br />for various reasons. At the February 14th, Council Meeting, the Council approved the <br />formation of a review group to study the need for the project, (what brought us to this <br />point) and to review city street standards and other design options, followed by a <br />recommendation to Council from their point of view. Council appointed Linda Swanson, <br />an Ingerson Road resident to chair the group. <br /> <br />The review group would consist of five residents of the proposed project area, including <br />the chairperson, two council members to act as liaisons, two Arden Hills residents not <br />from the project area, the City Engineer and the Public Works Director. City Council <br />members, the City Engineer and the Public Works Director would not have input on the <br />gTOUp'S final recommendation to the City Council. <br /> <br />Review Group Meetin\:s <br />The Ingerson Road Improvement Group met ten times over a period of six months. <br />Discussions ranged over all aspects of street improvcments and storm water quality <br />improvcments. Gucst speakers included the Public Works Director from Maplewood and <br />represcntativcs from thc Ricc Creek Watershed District. City Accountant, Terry Post, <br />also attcnded one meeting to explain the City's Assessment Policy. About half of the <br />discussions were related to rain gardens. The meetings were open to anyone, and many <br />rcsidcnts attendcd one or more of the meetings. <br /> <br />Outcome <br />Although thc City Engineer and Public Works Director's recommendations may differ <br />from those offcrcd by the review group, the City is very appreciative ofthe group's open- <br />mindedness, hard work and dedication. Everyone learned from the experience and a <br />mutual respect was gained for each other among all participants. <br /> <br />e <br /> <br />Attachments <br />Attached are recommendations from the Arden Hills City Engineer and Public Works <br />Director for improvements to streets in the Ingerson Road/Hamline Avenue area. <br />
