<br />. <br /> <br />-- <br /> <br />-- <br /> <br />~oo~ l-:t Ci <br /> <br />Brftlt>l1 A <br /> <br />~ ' <br />JO <br /> <br />CITY OF ARDEN IDLLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />July 2, 1997 <br /> <br />TO: <br /> <br />Planning Commission <br /> <br />FROM: <br /> <br />Kevin Ringwald, Community Development Director <br /> <br />SUBJECT: <br /> <br />Case #97-06, PUD Master and Final Plans (including variances), <br />Preliminary and Final Plats, and Street Vacation <br />Welsh Companies, 4000 Round Lake Road <br /> <br />Request <br />The applicant is requesting approval of a Planned Unit Development (PUD) Master Plan and <br />Final Plan (including variances), preliminary and fmal plat, and a street vacation to facilitate the <br />construction of a three phase office/industrial project consisting of a 104,532 square foot <br />building (phase II), 113,524 square foot building (phase III), and a 111,972 square foot building <br />(phase IV) on a 31.76 acre site zoned Gateway Business (Exhibit A). <br /> <br />Background <br />The Gateway Business (GB) zoning district was adopted in 1988, after a lengthy study by the <br />Planning Commission. The Planning Study For NE I-694/I-35W was the basis for the zoning <br />district which was adopted. The property within the OB district was viewed upon at that time as <br />being the last major undeveloped parcel in the City and its most visible. Consequently, it <br />represented an opportunity to maximize the return of the City's invested assets and enhance the <br />image of the City as a fme place to live and work. <br /> <br />The Zoning Ordinance in Section V, D, 9, states that the purpose of the Gateway Business <br />zoning district is as follows: <br /> <br />a. <br /> <br />To implement that part of Arden Hills Comprehensive Development Plan known as the 1- <br />694/I-35W Plan; <br />To promote high quality, unified, large scale development in a manner similar to a <br />planned unit development; <br />To take full advantage of the site's location as documented and described in the I-694/I- <br />35W Plan; <br />To allow only development that will create an attractive environment and a positive <br />image for this site which is one of the most visible in the community and represents the <br />City's last major development site; <br />To protect the site's environmental resources; <br />To promote flexibility in land uses and development standards to achieve the objectives <br />of the I-694/I-35W Plan; and <br />To allow development that will insure reasonable traffic operation on the internal and <br />surrounding transportation systems. <br /> <br />b. <br /> <br />c. <br /> <br />d. <br /> <br />e. <br />f. <br /> <br />g. <br />
