The preliminary plat is required to show typical utility and drainage <br />easements for the lots as required by the Subdivision Ordinance in Section 22-8, (e). The <br />easements are twelve feet in width centered on the side property lines and at least twelve <br />feet in width on the front and rear property lines. The plat also provides for the drainage <br />and utility easements which encompass the ponds and wetlands on the site. <br /> <br />e <br /> <br />The plat should provide an easement across the southeastern side of Lot 3 from the <br />relocated 14th Street to the Vaughn Towers property to maintain access to this property. <br />The easement should be twenty feet in width. <br /> <br />The dedication of 14th Street should be continued done to the southernmost lot line of the <br />plat (southeastern side of Lot 3). Also, the cul-de-sac bulb should be shown as an <br />easement which could be terminated when the road is extended at some point in the <br />future, if ever. <br /> <br />5. <br /> <br />Park dedication. The proposed plat provides for no dedication of park land. The <br />Planning Study for NE l-694/I-35W area does include a trail along Round Lake (Exhibit <br />P). The Staff has been working with the Parks and Recreation Director and the U.S. Fish <br />and Wildlife Service to determine the appropriate placement of the trail along Round <br />Lake. The Parks and Recreation Director will be forwarding to the City Council her <br />recommendations for the dedication of any land needed to facilitate the trail and the <br />amount of park dedication fee that is owed, pursuant to the Subdivision Ordinance in <br />Section 22-9 of the City Code. <br /> <br />. <br /> <br />6. Final Plat. The City Code (Subdivision Ordinance) in Section 22-4, (b), (4), states that; <br />"If the final plat is approved by the city council, the subdivider shall record it with the <br />county recorder or rcgistrar of titles within sixty (60) days after the date of approval; or <br />otherwise, the approval of the final plat shall be considered void ...". Therefore, if the <br />City Council approves the final plat on Monday, July 14, 1997, then the final plat <br />would have to be recorded by Friday, September 12, 1997 or the final plat approval <br />would be void. <br /> <br />Prior to City Council consideration of the final plat all development agreements (ie., <br />development, minimum assessment, TIF, etc.,) must be executed by the applicant and the <br />City of Arden Hills. <br /> <br />Discussion <br />Due to the length of this report, 1 will keep my discussion topics to the two areas which I believe <br />are most critical: aesthetics between Phases III and IV; and the timing of this project relative to <br />the timing of road improvements to serve this project. <br /> <br />I believe that the relative aesthetics of the "I" area (Exhibit Q) between Phases III and IV will <br />playa significant role in the City's ability to attract a quality office tenant on the "30 Acres" .at <br />the corner oflnterstate 694 and Interstate 35W. The City should examine and be comfortable <br />with the grades, ponds, parking areas, landscaping, and exterior elevations of this area. <br /> <br />. <br />
