<br />. <br /> <br />- <br /> <br />. <br /> <br />IVJIW <br /> <br />As previously mentioned the Traffic Engineer has stated, in Exhibit A, page 12 of 47, paragraph <br />4, that "... the project will have no significant impacts on the signalized intersection at County <br />Highway 96 and Round Lake Road...". However, the intersection of Round Lake Road and <br />Highway 96 has not yet been relocated nor signalized. Therefore, linkage is required between <br />the approvals granted in this request and the completion of certain minimum improvements on <br />Round Lake Road to facilitate those approvals. <br /> <br />Deadline for Al!ency Actions <br />The City of Arden Hills received the complete application for this request on June 13, 1997. <br />Pursuant to Minnesota State Statute the City must act on this request by Tuesday, August 12, <br />1997 (60 days), unless the City provides the petitioner with written reasons for an additional 60 <br />day review period. The additional review period would extend to Friday, October 10,1997. The <br />City may with the petitioners consent extend the review period beyond the Friday, October 10, <br />1997 date. <br /> <br />Lastly, if the City denies the petitioners request, "... it must state in the writing the reasons for the <br />denial at the time that it denies the request." <br /> <br />Options <br />1. Recommend approval as submitted. <br />2. Recommend approval with conditions. <br />3. Recommend denial with reasons for denial. <br />4. Table for additional information. <br /> <br />Recommendation <br />The Staff recommends approval of Planning Case 97-06, PUD Master Plan and Final Plan <br />(including variances as amended by Findings), preliminary and fmal plat, and street vacation, <br />subject to the following conditions: <br />1. Provision of an acceptable street name for the relocated 14th Street; <br />2. Issuance of occupancy permits until such time that the relocated Round Lake Road is <br />open for traffic and capable of accepting increased traffic; <br />3. Compliance with the approval of the Rice Creek Watershed District; <br />4. Approval of and compliance with an NPDES permit by the MPCA; <br />5. Compliance with the City Engineers letter dated June 24, 1997; <br />6. The smallest amount of bare ground is exposed for as short as time as feasible; <br />7. Temporary ground cover, such as mulch, is used and permanent ground cover, such as <br />sod, is established; <br />8. Methods to prevent erosion and trap sediments are employed; <br />9. Fill is stabilized to accepted engineering standards, approved by the city engineer; <br />10. Approval of and compliance with wetland permits by the U.S. Army Corps of Engineers; <br />II. Modification of the landscape plan to provide the required landscape material; <br />12. Provision of style of trash enclosures; <br />13. Provision of the type and size of the three (3) Area Identification signs; <br />14. Provision oflow profile rooftop units painted to match the buildings exterior and located <br />such that they will screened to prevent direct viewing from public right's-of-way; <br />IS. Compliance with the lighting requirements of the Zoning Ordinance; <br />
