<br />... <br /> <br />, <br /> <br />received from the ATPs and submit them to the Mn/DOT Transportation Investment Committee <br />for final review and certification to the Minnesota Public Facilities Authority (PF A). <br /> <br />The PF A will request that certified project sponsors submit supplemental loan applications as <br />well as provide additional information concerning their financial capability to repay the loan. <br />Following loan approval, the PF A and the borrower will proceed with the execution of the <br />project loan agreement, bond closing, and project letting. <br /> <br />The PF A will use a bond market index to establish base interest rates for loans based on whether <br />the borrower will provide a general obligation or a revenue bond. PF A will provide a discount <br />from the base rate to make TRLF financing a viable and attractive alternative for funding <br />transportation projects. Cities with populations of less than 5000 will receive an additional 1 % <br />discount to the already lower rate. Loan disbursements will be made to the borrower on a <br />monthly basis as project expenses occur. <br /> <br />. I hope this solicitation request sparks interest in the TRLF program.
