' e Hunter's Park Tenant Council 4Pine Tree Dr., Arden Hills, MN August 14th, 2000, City Council meeting . 15 Section 8 units at Hunter's Park Apartments, in Arden Hills, are going to loose their affordability; the owner is allowing the project- based Section 8 contract to expire, Mr. Bailey has said he will take enhanced vouchers at Hunter's Park for the first year after termination, so tenants can remain in their current units for at least one year after expiration of the Section 8 contract on Sept. 28th of 2001. The owner can continue to take the enhanced vouchers-which cover the owners proposed rent increase; tenants continue to pay 30% of their income and HUD pays the rest-after the first year ifhe so chooses. Enhanced vouchers provide a small degree of protection for residents experiencing a Section 8 expiration! termination but the housing market is so tight that an extra year of safety from a housing market that is out of control is simply not enough. . The tenants-seniors, living on a fixed income, single mothers, struggling to raise their kids, and handicapped people-are forced to live with the uncertainty of not knowing if they will have a home in a year. They are being pushed out into a housing market that is extremely tight. There is no way tenants can afford market rate rent at Hunter's Park-with one bedrooms costing $728.00 a month and two bedrooms costing $853.00 a month upon expiration, Sept 28, 2001. e . Fewer and fewer owners are accepting tenant-based vouchers, and more and more owners are terminating their section 8 contracts, eliminating the units that are affordable to low income people. It is common for tenants to be on a waiting list for one and halfto two years before receiving a voucher or gaining access to a project-based Section 8 unit. Enhanced Vouchers . Enhanced vouchers are issued upon the termination or expiration of project-based section 8. . The Metro BRA issues the enhanced vouchers for Arden Hills. e
