The owner is only obligated to take the enhanced vouchers for one <br />year. After the first year, the owner can elect to stop taking the <br />enhanced vouchers or continue to take them-as long as congress <br />appropriates the money. <br /> <br /> <br />. Ifthe tenant decides to leave the building, the enhanced voucher <br />becomes a regular voucher, a "housing choice voucher," which the <br />tenant can take with them to use at another building that accepts <br />vouchers. However, with the shortage of affordable housing and a <br />low vacancy rate in the metro area, few units are available for tenants <br />with vouchers. In addition, the unit that is vacated by the tenant is <br />lost as affordable housing; it becomes a market-rate unit. <br /> <br />My. Bailey does not want to deal with project based Section 8 anymore <br />because it locks him into government regulation/programs. Bailey stressed <br />that he wants the "flexibility" of getting out of the government contract. <br /> <br />e <br /> <br />In addition, Mr. Bailey has expressed interest in selling the building or <br />turning it into condos within five years when his mortgage comes due in <br />2004, and, to increase tenant's level of uncertainty, he is going to retire <br />within a year. <br /> <br />The city council could urge Mr. Bailey do the right thing by selling the <br />building to a nonprofit buyer, investing in the long-term affordability of <br />housing in Arden Hills. The community needs the low-income residents of <br />Hunter's Park: they are the retired parents of active community members; <br />they are handicapped individuals; they are Head Start and preschool <br />teachers; they are nurses; they are managers of your local hardware store; <br />they are part-time computer programmers. Do you want these people living <br />in Arden Hills? You need these people living in your community. If you do <br />want and need these people living in the community then the city and the <br />state have to take steps toward preserving affordable housing. There are a <br />number of children living at Hunter's Park, and being uprooted from your <br />home and transferred to a new school, leaving your friends behind, can have <br />a profound affect on a child's development. A stable home and a quality <br />education can give a child all the necessary advantages to succeed in life. . <br />
