The views and <br />opinions expressed are personal and are not meant to reflect the views and opinions of all Review Group <br />members, <br /> <br />The following are comments I have about the City's recommendations regarding the Ingerson project. <br />The pages cited refer to the pages ofthe City's recommendations. <br /> <br />e <br /> <br />., Page 1 Drainage: I do not believe that it was ever discussed at any Review Group meeting that any <br />roadway work would improve the drainage in residents' backvards In fact, I believe that roadway <br />work will not, in itselt~ improve backyard drainage issues and may detrimentally impact residents' <br />drainage issues. <br />> Page I Standards: I am unsure what "current city standards for width, pavement section or curb and <br />gutter" exist. Recently, Pascal Ave. was reconstructed to 24' with surmountable curves and Oak Ave <br />was reconstructed to 28'. So, as stated in the Review Group recommendations, even if the roads <br />within the Ingerson Project were increased, the streets within Arden Hills still would not be <br />"standardized." <br />, Page J City Infrastructure Management: Although some ofthe roads in question have not been <br />reconstructed for a number of years: they have been over-laid. <br />> Page 2. first bullet item: Regarding the sentence "The City of Eagan had estimated typical residential <br />street improvements to add $3,000-$4,000 of value to properties." This information was never brought <br />10 the attention of the Review Group and we do not have information that substantiates that statement. <br />I believe the Review Group attempted to substantiate all recommendations and] request that tbe City <br />substantiate this statement. <br />" Page 2. Curbs and Gutters: It is obvious that the Review Group's recommendation differs rrom the <br />City's. During our Review Group meetings, Greg Brown continuously advised us that the width of a <br />concrete edge strip was typically 16"-18", not 24". ] find It difficult to understand how at the 1 J'b <br />hour, without any notification to any Review Group member, the City now changes Its <br />recommendations on the width of concrete edge strips.. <br />:;.- E.~~_2 Street Structure: At numerous meetings, 1, as welt as other Review Group members, have <br />asked Greg to explain to us why he believes the subbase of the roadways need to be corrected. In the <br />City's recommendations, It states tbat a cold-in-place recycled roadway, as suggested by the Review <br />Group recommendations, would be susceptible to "freeze thaw." At the April ]8,2000 Review Group <br />meeting, Greg Brown stated that heaving frost causes roads to move and crack and caused potholes. A <br />number of us have stated, and, as well evidenced by the existing roadway, the majority of roadways do <br />not sbow any signs of moving, cracking andlor potholes which would be caused by any freezing thaw. <br />That being the case, one can assume that the current roadway subbase, as it now exists, provides the <br /> <br />e <br />
