<br />2 <br /> <br />necessary subdrainage to maintain tbe roadway integrity and that a cold-in-place recycle process would <br />be appropriate. <br /> <br />As 1 read it, the City's recommendation states that the cost different between the cold-recyle process <br />and a new subbase is "approximately $25.00/per foot" At tbe July 6, 2000 Review Group meeting, <br />Greg Brown stated that, assuming a 30' wide roadway, the cost of a 4"cold recycle process, including <br />Bituminous curbing was approximately $65,$85 per f09tCQJ11pared to a full reconstruction (new <br />subbase) of$]80-$200 per foot. Assuming these numbers to be correct, the difference between the <br />two processes is a lot more than $25.00 per foot and, in fact, more than double the cost. <br /> <br />I believe it is an unnecessary expense to both the City and the residents to fully reconstruct roadways <br />that do not show any evidence of deterioration. <br />" Page 3" Street Widths: I am totally amazed and surprised by the City's recommendation of increasing <br />the street width to 30'1 At the May ]6, 2000 Review Group meeting, Greg Brown stated that if the <br />neighborhood wanted 28' wide streets he could agree with that width. He reiterated his position during <br />additional Review Group meetings. To my recollection, at no time did Dwayne Stafford or Greg <br />Bro\VIl state that 30' wide streets were necessary. Because of Greg Brown's statement, this issue was <br />not revisited thereafter at any Review Group meetings. I find it extremely unsettling and disturbing <br />that again at the II'h hour, without any notification to the Review Group members, the City now <br />recommends 30' wide streets. Greg Brown acknowledged at the Council's 8/21/00 meeting that he <br />could work with 28' wide roads and that it was Dwayne Stafford who wanted the 30' wide road. I <br />hope the Council keeps in mind that the majority of the Review Group members as well as numerous <br />Ingerson residents believe that the current roadway width should be maintained and that Greg Brown, <br />the City Engineer, has stated that he is agreeable to this street width. <br />>- Page 3 Hamlind:;Josure: I have a concern about the City's statement that the speed ratings generally <br />showed that the speed "stayed below 30 mph" after the barricades were installed. Because of the <br />placement ofthe speed monitors (e.g. directly in front ofa stop sign), we all agreed tbat the speed <br />readings were not valid and, therefore, should be discounted and voided. ]n otber words, the speed <br />readings did not provide any information that could be relied upon. <br />>- Page 3~ Fernwood ChanIlel There is nothing in the City's recommendation that addresses the fact that <br />the area is privately ov.rned. <br />>- Page 3, Hamline/TH 51 area: Quite frankly, I am having a hard time understanding what the City is <br />recommending for this area. Is their recommendation to work on the wetlands between Tiller and <br />Ingerson and the streams in the area between Hamline and Snelling and then there would be no need <br />for a holding pond? At the 812]/00 Council work session meeting, Greg Brown presented drawings of <br />the area depicting what he believes could be done to the area. The Council should be mindful ofthe <br />fact that this drawing was never presented to the Review Group for consideration. Based upon the <br />limited amount of information presented by Greg Brown, 1 do think that Greg's idea should be <br />evaluated. <br />>- Page 3 Rain_Q~rdens: Since June 2000, Greg Brown provided the Review Group with drawings <br />depicting possible locations for rain gardens. All of the drawings depicted rain gardens on Ingerson <br />Road. Based upon Greg Brown's recommendation regarding potential placement ofrain gardens, the <br />Review Group conducted a survey of the residents asking whether or not they were acceptant of the <br />rain garden concept. The survey was given to all residents Greg Brown indicated could be potential <br />lots for placement of rain gardens including Ingerson Road residents. At the 8/21/00 Council work <br />session, Greg Brown stated he did not believe rain gardens were a viable option for Ingerson Road due <br />to the utilities running along the boulevard. Greg Brown, BRW and/or Dwayne Stafford have been <br />reviewing tbis neighborhood since at least Oct. 1999. Assuming that utilities do run along the <br />boulevard, 1 would have thougbt that one of these individuals would have known a long time ago that <br />utilities lUn along the boulevard and therefore may cause a problem if rain gardens are installed. <br />Again, we are at the 11th hour before the City states that rain gardens are not feasible on Ingerson <br />Roadl It is my understanding that Greg Brown and Dwayne Stafford "believe" the utilities run along <br />the boulevard. 1 personally question whether this is true. Since these types of utilities are normally <br />laid within the street, 1 believe the first thing that should be done is determine what if any utilities lUn <br />along the boulevards. Then determine where the utility piping is laid (how far from existing curbing if <br />in the boulevards) and determine how deep tbe utility piping is laid.
