<br />". <br /> <br />. <br /> <br />. <br /> <br />e <br /> <br />The definition of "family" is taken from the Uniform Building Code (Exhibit B) with the <br />exception that the Planning Commission recommended that the number of unrelated <br />people be decreased from five people to four. The City of Roseville adopted this <br />definition using four unrelated people (Exhibit C) and the City of Shoreview adopted it <br />with five unrelated people (Exhibit D). Staff also cheeked with the City of St. Peter, a <br />City that frequently deals with this type of issue, and they have adopted the same <br />definition with four unrelated people (Exhibit E). The City of St. Peter further deals with <br />these issues by licensing all residential rental properties annually within the City. <br /> <br />b) Section VI (F), Construction Standards and Driveways <br />By the current Zoning Ordinance, there are no requirements to pave driveway surfaces, <br />setback requirements from a property line to a driveway, permitted parking locations on a <br />property or a limitation to the number of curb cuts per property. Also, State and County <br />regulations for streets should be confirmed with these regulatory bodies at that time and <br />the eode should not list their requirements in the City's Ordinance, in the case that they <br />have changed or are incorrect. <br /> <br />e <br /> <br />Staff receives numerous complaints regarding the number and location of vehicles on a <br />property at one time whieh may be addressed by limiting the number of vehicles <br />permitted outside of a garage. Other cities were researched specifically on this issue and <br />it was found that it is generally dealt with by limiting the width of a driveway which in <br />turn limits the number of vehicles that can park at any given time. Generally, eities have <br />a minimum (not maximum) number of spaces required of two per dwelling unit. The <br />proposed number of a maximum of three cars on a driveway was a result of Planning <br />Commission discussion and the proposed number has not changed from further research. <br /> <br />Amend Section VI (F) #1 C , Construction Standards, as follows: <br />C. Construction Standards. These standards apply to all development except <br />single family ami two family f1;lsiaonoes. <br />(1) Surfacing. Off~street parking areas and drives shall be improved with <br />bitlllllinolls, concrete or asphaltic ceBcrete A PAVED surface. Sueh <br />areas shall be so graded and drained so as to dispose of all surface <br />water accumulation within the area as required by the Rice Creek <br />Watershed distriet. <br />(2) Curbs. A eoncrete curb and gutter shall be construeted FOR ALL <br />DEVELOPMENTS aeeording to the requirements of the City <br />EXCEPT FOR SINGLE AND TWO-F AMIL Y RESIDENCES. <br /> <br />e <br /> <br />Amend Section VI (F) #3 C, Driveways, as follows: <br />(1) Driveway widths. <br />THE PERMITTED WIDTH OF ACCESSES TO COUNTY OR STATE <br />STREETS OR ROADS ARE SUBJECT TO COUNTY OR STATE <br />REGULATIONS. The following are the required driveway widths for <br />driveways aceessing the following types of streets or roads, the <br />measurements being between the edges of the driveway at right angles <br />thereto: <br /> <br />3 <br />
