The initial directive of this group
was to determine fhe feasibility of developing and maintaining a City web site. The task
force members appointed at this time were as fol1ows: Craig Wilson, Chair; Tom
McCallum; Joe Turgeon; and Roger Aiken. Councilmember Rem and City Planner
Chaput also served as Council and staff liaisons to the group. Meetings were held on
May 10 (Exhibit A), May 17 (Exhibit B) and June 22 (Exhibit C).

Numerous pieces of literature were reviewed, including very helpful information from the
League of Minnesota Cities on creating effective City websites (Exhibit D). Chair
Wilson also put together some background information on the history of the World Wide
Web and how it functions (Exhibit E). Research was conducted of other cities' web sites
and their experiences in their creation. Arden Hills' city staff were also asked to express
their opinions of the establishment of a City website. Overall, the comments were
positive, stressing that this would be a way to better communicate with residents (i.e.
availability of agendas and minutes for meetings, current events, etc.) and would reduce
redundant requests for information on codes, general information, ete.

The Task Force requested that fhey come before the City Council with the information
that was gathered to date and a recommendation! addressing the original direetive to
proceed with the development of a City website. The Task Force also asked that City
Planner Chaput provide the costs of web sites from other cities (Exhibit F) and an outline
of experienees with the City of Long Lake and the establishment of their website (Exhibit
G).

Reeommendations
As a result of meeting discussions and literature review, the Web site Task Force agreed
that the City should proceed with the development of a City website. The Web site Task
Force recommends that they be directed to proceed, as follows:
1. Determine an appropriate web site budget;
2. Establish the neeessary policies;
3. Determine staff responsibilities;
4. Establish and implement the template and design of the site;
5. Compile documentation ofproeedures and responsibilities.
