Called to Order, 7,OSp by Chair Craig Wilson. Attending were, <br />task force members Roger Aiken and Tom MacCallum (Joe Turgeon was <br />unable to attend) i Jennifer Chaput, city planner and staff liaison; <br />Terry Post, city treasurer and staff liaison (in place of city <br />administrator Joe Lynch); Lois Rem, council liaison. <br /> <br />2. Task Force Process: Mr. Post reviewed procedural issues the task <br />force should address, including who would take minutes and who would <br />prepare agendas and other documents for distribution to the task force. <br />He suggested the task force establish a timeframe for their work, <br />keeping in mind that the budget process nears completion in July and <br />August. <br /> <br />3. Introductions: Each task force member briefly described relevant <br />experience and interests. <br /> <br />4. Discussion: Mr. Post described challenges facing the city <br />relating to its size and the critical mass needed for various services, <br />including internet communications, and similar issues being addressed <br />in neighboring cities, including Mounds View and Roseville. <br /> <br />The group discussed issues such as authentication of documents; <br />efficiency and cost of a website; and the need to get a current and <br />specific charge from Council regarding the task force's mission (should <br />the group focus only on the issue of a website or should it also <br />consider related technical issues). Mr. Post noted the city has not <br />yet done a !Ineedsll study in regard to internet communications. The <br />group also discussed current technical capabilities of city hall <br />equipment and possible financing sources (cable franchise fees). Mr. <br />Post stated that fewer than 50% of the homes in Arden Hills have cable. <br />The task force will study various aspects of websites before making a <br />recommendation to the council. Questions to research include what to <br />post on a website, who should be in charge, what costs would be to set <br />up and maintain, what types of information to provide and what those <br />might cost, who would host the website, and what extra costs that might <br />involve. There were also questions about the reliability of various <br />internet service providers. <br /> <br />The task force will forward to council a request for <br />clarification of their charge and for permission to conduct a fuller <br />survey of the city's technical capabilities and needs so that the <br />website issue can be put "into context. The group also asked that <br />council let them know about a possible budget. Ms. Chaput described her <br />experience with establishing and maintaining the website for the city <br />of Long Lake. At the group's request, she distributed copies of that <br />site's architecture so the task force could comment on that at their <br />next meeting. The task force scheduled its next meeting for Wednesday, <br />May 17, 2000, at 7,00p at City Hall. At that time they will attempt to <br />set up a framework and schedule for their work, including a survey of <br />city staff, council, and other committees (informally at least) for <br />their ideas and concerns, and requesting liaison members from other <br />city committees so that their ongoing input can be included. <br /> <br />Adjourn, 9p. <br />
