Except for one boring result on Carlton (out of 4) and one boring result on Ingerson Road (out of 5), at a minimum, the top 12" on every street falls within the "Excellent to Good" classification identified by the American Association of State Highway Officials Soil Classification System. Therefore, as I see it, BRW is proposing to remove and replace, at a minimum, 12" of subbase that is rated Excellent to Good. To me, this is neither prudent nor economically sound. As stated before, I do not believe that the subbase on every street needs to be replaced just because it happens to be included in a PMP. Each street needs to be evaluated individually. Curbs and Gutters I find it interesting that you chose not to note any of the substantial detrimental effects of curbs and gutters, both from a water quality and social standpoint. Nor, did you make any mention of surmountable curbs. It was my understanding that the Council again requested a street-by-street assessment with respect to the profile of any curbs and gutters within the project. It is my understanding that the City Staff is the main force behind the 6" curb and gutter recommendation and they make their recommendation because of maintenance concerns. From our discussion, it is also my understanding that you would be agreeable to 4" curbs if 4" was consistent within the project. As Rice Creek Watershed District representatives pointed out and which is substantiated by written material on the subject, curbs and gutters have no positive impact and only a negative impact on water quality. A number of residents have advised you and the City that they are totally against concrete curbs and gutters. The Task Force unanimously recommended that 6" curbs not be used. =
