<br />. <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />Next 42" = A-4 <br /> <br />) 48" zA-4 <br /> <br />Fernwood St.: <br /> <br />No borings taken/done , <br />Borings 9, 10 and 14 were not taken from the street. <br />Borings 15 and 16 were taken from Hamline N of Ingerson, which <br />you propose to close. <br /> <br />Except for one boring result on Carlton (out of 4) and one boring <br />result on Ingerson Road (out of 5), at a minimum, the top 12" on <br />every street falls within the "Excellent to Good" classification <br />identified by the American Association of State Highway Officials Soil <br />Classification System. Therefore, as I see it, BRW is proposing to <br />remove and replace, at a minimum, 12" of subbase that is rated <br />Excellent to Good. To me, this is neither prudent nor economically <br />sound. <br /> <br />As stated before, I do not believe that the subbase on every street <br />needs to be replaced just because it happens to be included in a PMP. <br />Each street needs to be evaluated individually. <br /> <br />Curbs and Gutters <br /> <br />I find it interesting that you chose not to note any of the substantial <br />detrimental effects of curbs and gutters, both from a water quality <br />and social standpoint. Nor, did you make any mention of <br />surmountable curbs. It was my understanding that the Council again <br />requested a street-by-street assessment with respect to the profile <br />of any curbs and gutters within the project. <br /> <br />It is my understanding that the City Staff is the main force behind <br />the 6" curb and gutter recommendation and they make their <br />recommendation because of maintenance concerns. From our <br />discussion, it is also my understanding that you would be agreeable <br />to 4" curbs if 4" was consistent within the project. <br /> <br />As Rice Creek Watershed District representatives pointed out and <br />which is substantiated by written material on the subject, curbs and <br />gutters have no positive impact and only a negative impact on water <br />quality. A number of residents have advised you and the City that <br />they are totally against concrete curbs and gutters. The Task Force <br />unanimously recommended that 6" curbs not be used. <br /> <br />= <br />
