<br />. <br /> <br />. <br /> <br />. <br /> <br />'. <br /> <br />I request an explanation as to why surmountable curbing could not <br />be utilized for the project. As you know, surmountable curbs have <br />already been installed on at least one other street within Arden Hills. <br /> <br />. <br />I take extreme issue with the "wants" of the City Staff, who have no <br />personal ownership in the project, taking precedent over: (1) the <br />unanimous recommendation of the Task Force not to install 6" curbs <br />and gutters, (2) the fact that you would be agreeable to 4" curbs and <br />(3) the wants and desires of the residents who do have personal <br />ownership in the project. To me, the City's "maintenance" concern is <br />a lame basis for its recommendation. As we discussed, if these roads <br />are well built, maintenance should not be a concern of the City; I <br />suspect the current City staff will be long gone before the curbs <br />would need any maintenance. The County has done snowplowing on <br />these roads for over 40 years without any difficulties. By my <br />comments, 1 do not intend to imply that I am agreeable to concrete <br />curbs and gutters at all. As you know, if a system is needed, I <br />believe that surmountable curbs are more than adequate and <br />sufficient. <br /> <br />To state that 4" curbs are only acceptable if the City makes this <br />height a standard for all projects is, to put it bluntly, asinine! The <br />theme throughout the meetings was that the residents are not <br />interested in a cookie cutter designed neighborhood or city. <br /> <br />Hamline Closure <br /> <br />I note that you did not address any of the safety concerns expressed <br />by some individuals if Hamline is closed. How are you proposing to <br />address these concerns? <br /> <br />Street Widths <br /> <br />I obviously agree with your recommendation that Ingerson Road <br />should be maintained at its current street width of 28'. 1 do disagree <br />with your categorization of Ingerson Road as a "collector" street. <br /> <br />Hamline and Ingerson Road are designated as MSA roads by the City, <br />not by the State. The MSA designation is mainly for State funding <br />purposes and the City can choose to remove this designation at any <br />time and reassign the designation to another street. As you know, a <br />traffic count was done on Ingerson Road in August 1999 by the <br />Ramsey County Sheriffs department. The average daily traffic count <br /> <br />~ <br />
