Final location of area <br />drains and lot grading will be coordinated with the affected property owners during the final <br />design of the project. <br /> <br />Water Oualitv Improvements <br /> <br />A significant amount of discussion regarding the scope of water quality improvements has <br />occurred as a part of the Task Force meetings. This report proposes improvements to the <br />Femwood Channel located just west of Femwood Court and south of Ingerson Road and the <br />existing drainage channels and wetland located between Hamline Avenue and Trunk Highway <br />51. <br /> <br />The general topography of the neighborhood falls steeply from Lexington A venue to <br />approximately Fernwood street then falls very slowly to the west towards an existing wetland <br />located between Ingerson Road and Tiller Lane. Several undrained low areas exist along <br />Ingerson Road which routinely flood into the adjacent residential lawns. The soulhern portion of <br />the neighborhood drains directly to Lake Josephine through storm sewer and overland flow. The <br />weSlern and northern portion of the neighborhood drains directly to the wetland described above. <br /> <br />There are two logical sites for constructing storm water quality improvements which will help <br />trap sediments and pollutants carried by storm water before that runoff reaches Lake Josephine <br />and Lake Johanna. The proposed improvements do not meet the criteria set by the National <br />Urban Runoff Program (NURP) which results in the removal of 60%-70% of phosphorus and <br />other pollulants found in storm waler runoff however, they are anticipated to provide some <br />enhancement to the water quality of discharges entering the natural water bodies in the City. The <br />Rice Creek Watershed criteria for pond construction in new developments is consistent with the <br />NURP standards however the watershed officials are generally open to exceptions from the <br />NURP standards when dealing with established neighborhoods and limited open space to provide <br />for ponding improvements. The construction of the project including the water quality <br />improvements will require coordination with MnDOT and the Rice Creek Watershed. <br />Representatives from the Rice Creek Watershed have indicated that up to $75,000.00 in funding <br />may be available to the City for the construction of water quality improvements. The scope of <br />the proposed waler quality improvements are described below: . <br /> <br />Fernwood Channel Improvements: The Femwood Channel is located jUSl west of <br />Femwood Court and is utilized for neighborhood runoff from Ingerson Road east of <br />Dunlap Street, Carlton A venue and Femwood Street and Femwood Court. The Lake <br />Josephine Homeowners associalion owns the downstream portion of the channel <br />(approximately 400 feet) adjacent to Lake Josephine. The remainder of the channel <br />(approximately 175 feet) is publicly owned. The proposed improvements are limited to <br />Ihe publicly owned portion of the channel and would consist of a control weir and <br />excavation of a stilling basin to help settle out large particles from the flow stream. The <br />stilling basin would require periodic removal of silts by City staff to remain effective. <br /> <br />6 <br />
