.

.

.

',"

Although we have discussed your proposal, I am having a hard time
understanding/interpreting your drawings/Exhibits 1 and 3.

,
Exhibit 1 shows a storm sewer pipe and manholes at the extreme
south end of Hamline, just above "reconstruction limits", that simply
empties into the land area between Snelling and Hamline, which I
understand may be privately owned. Is this what you are proposing
for this area? Are you also proposing to install piping that will run
down Ingerson Court and dump into the Fernwood channel which in
turn dumps into Lake Josephine? Are you proposing installing storm
sewer piping in Femwood St. and Carlton, including the area where
rain gardens are proposed? Until I understand your
recommendations better, I cannot comment.

Rain Gardens

As you know, I believe that rain gardens can be and should be
installed on more portions of Carlton and Ingerson Road than you
have designated. We obviously disagree. However, I believe that
one area that is not included on your drawings that we both now
agree on is the southside of Ingerson Road between Ingerson Court
and Fernwood Court. Neither the sanitary nor the water
system/piping runs in the easement in this area. Therefore, there is
nothing to preclude the installation of rain gardens in this area.
From review of Exhibit 3, it also appears that a rain garden could be
installed on the northside of Ingerson Road at the NW comer of
Ingerson Road and Femwood Street.

Why are you not proposing rain gardens on Femwood Street?

Fernwood Channel

I believe that the front end of the channel, behind the publicly
owned property and above the Association property, is privately
owned. I will let the Association representatives address your
proposal for the channel.

Hamline Channel

Your Exhibit 3, as draw, appears to depict a huge holding pond in this
area. As we discussed, the drawing is deceiving; you are not

o
