An item of <br />special concern is the "contingency" cost. Please defme what a <br />"contingency" cost is. Your 1999 feasibility report identifies a 10% <br />contingency cost for each street. Your 2000 report identifies a 15% <br />contingency cost. How do you justify this 5% increase! <br /> <br />The following is a cost comparison.
