directing staff to come up with an overall landscape plan and implement it. The City
would fund the landscaping plan for the site and maintain it. This could be accomplished
in the year 2000 since there has been an increase in revenue from additional antenna
leases that were not planned for in the year 2000.

e

The Fernwood site would be best managed with a single structure to house all future
necessary ground units, since there is currently only one onsite. The City would have to
build the ground unit and then add language into the lease so that space is being leased on
both the tower and within the City's ground structure for any additional antennas. This
site has not been in high demand for antenna companies. The City's ground structure
should be constructed following the adoption of the amendments to the ordinance and
have an engineer determine what the capacity of a ground structure for the site should or
could be at that time.

Prol;losed Zoninl: Ordinance Amendment (Antennas)
The following is the section ofthe zoning code on antennas, as written currently. Any
proposed additions are made in CAPITAL LETTERS and proposed removals are
saicl(eH, as per discussions with the Planning Commission during the past two meetings.

Section VI (I): Antennas, Satellite Dish Antennas and Towers.

t.

Applicability. The regulations in this subsection shall apply to any antenna or tower. Dish
antennas under thirty inches (30") in diameter, six (6) square feet in area, or six (6) feet in height,
regardless of zoning district or type of mounting (roof, wall, ground or pole), are exempted from
these regulations.

e

2. Special Use Permit Required. Antennas, satellite dish antennas and towers are allowed only as
special accessory uses. They are therefore allowed only on property containing a principal use to
which the antenna, dish antenna or tower is accessory. No antenna, dish antenna or tower shall
hereafter be erected, constructed or placed, or re-erected, reconstructed or replaced without a
special use pennit, except as exempted in paragraph (I) immediately above.

3. Height. The height of an antenna, dish antenna or tower shall be measured from the ground at the
base of the antenna or tower to the highest point of the antenna or tower. No antenna, dish
antenna or tower shall exceed the following height limitations:

a. A dish antenna shall not exceed fIfteen (IS) feet in height if ground or pole mounted and shall
not extend more than twelve (12) feet above the roof if it is roof mounted. Regardless of
these height limitations, the antenna shall be mounted as close to the ground or roof as
practical.

b. No antenna or tower shall exceed a height of seventy-five feet (75').

c. No antenna or tower shall exceed a height equal to the distance from the base of the tower to
the nearest overhead electrical power line (except individual service drops), less five (5) feet.

d. ON CITY WATER TOWERS, ANTENNAS PLACED ON THE TOP OF THE TOWER
SHALL NOT EXCEED THE HEIGHT OF THE TALLEST EXISTING ANTENNA
PLACED AT THAT LOCATION AT THE TIME THAT THIS ORDINANCE IS
AMENDED.

e

4.

Location. Antennas and towers shall be located on sites or buildings in areas that are the least
obtrusive to nearby properties and public streets. Antennas or towers shall be located only on

2
