However, he did not understand what the motion was stating with regard to the style of <br />curb and gutter. He noted that City Staff has recommended a six-inch flat face concrete curb and . <br />gutter and he asked if the intent was for the City Engineer to come back to the City Council with <br />another recommendation. He felt that if the Council would feel more comfortable with a four- <br />inch flat face concrete curb and gutter, then the City Engineer should be directed to incorporate <br />this in the feasibility report. <br /> <br />Councilmember Aplikowski stated that she would prefer a flat face curb and gutter, either four or <br />six-inch high, However, per the conversation this evening, the intent of her motion was to direct <br />the City Engineer to determine, if for example the upper half of Ingerson Road is not <br />reconstructed, whether any curb and gutter will be installed in this area. On the bottom of <br />Ingerson Road there has been a recommendation that rain gardens be used and surmountable <br />curbs will most likely be used in this area. She stated that she was leaving it up to the City <br />Engineer to make a street by street recommendation. <br /> <br />Councilmember Aplikowski stated that, in her opinion, since the other streets in this <br />neighborhood have been constructed with flat face curb and gutter, all the streets being <br />considered under this project should have the same. However, the intent of her motion was to <br />keep the options open. <br /> <br />The motion carried (4-1, Councilmember Larson opposed). <br /> <br />Mayor Probst moved the discussion to the rain garden issues. <br /> <br />. <br /> <br />Mayor Probst suggested that no action be taken at this point on the rain gardens. He believed <br />that the City Council was interested in pursuing rain gardens and the issues are where they can be <br />used and whether or not the property owners want them in their front yards. He stated that the <br />next step was to identifY possible locations, then the City can determine whether the property <br />owners are willing to accept them. He noted that there must be a quantity of rain gardens in <br />order for them to function properly, <br /> <br />An audience member requested confirmation that the rain gardens would be in addition to other <br />parts of the drainage plan, such as curb and gutter and holding ponds. Mr. Brown stated that this <br />was correct. He indicated that the use of rain gardens would reduce the load on the other <br />drainage systems. <br /> <br />An audience member asked if this would really be worth while. Mr. Brown did not feel that the <br />rain gardens were necessarily practical. <br /> <br />An audience member requested confirmation that the rain gardens will not reduce the ponds or <br />sewer systems. Mr. Brown stated that this was correct. He indicated that it might be possible <br />that the rain gardens would result in additional piping in the ground since they would require a <br />drainage system due to the heavy soils. <br /> <br />. <br />
