Clc\Qber 09,200010:21 PM
Subjtlet: aooo Feasibility study

Honoral;lle Mi..a and
Members at...- City Council

Ce:

We want to share our deep concem ebout the direction the Ingerson Rd Improvement Project is taking,

.

It has been .'long year for 8111 of us, We are grateful to those of you have put countless thankless hours into
this project lIlld have taken seriously the neighborhood's concems and insights into the proposed project.
Large numbers of us were Y8FY gratified when at the Sep!. 11th Council Meeting, the Council directed the eity
Engineer to dBveIop a new fwesibillty study that reflects a road improvement design based on a street by street
basis, rall1er than apply the PMP neighborhood approach.

The new ~Itty report di$plays a blatant disregard for much of the Council's direction, not to mention the
neighbofhOod's wishes as ellprenoo in the Task Force Report, It continues to recommend an unreasonably
extravagtillll, ellpef1sive, and invasive project for the City and for the residents It falls to consider the streets on
a case by c;:eae basis. It rIEMlI' substantiates the need for a new subbase for all streets within the project (with
the excepllon of Femwood Crt and north Hamline), in fact it ignores evidence to the contrary. e,g., the soil
boring lima lIfld the absenee at frost heave damage. It consists of overly vague and broad language about
matters that have been debated and studied for hours by the Task Force and the Council. It also contains
several expell8lYe curiousities, For ellample, why is Ingerson Court (a "driveway" for 2 homes) being
reconatl'UClllcl with storm _rs, 6 Inch curbs, and a bubble that the original Feasibility Study, the TaSk Force,
and the Council have henItof.:"e agreed were unnecessary? Why is Fernwood eourt being reduced in size
from its current size, especially BS it is In excellent condition? Why is the reduction in roadway costs between
the 1999 F~b~ity Report and the 2Qoo Report merety $63,900 (or a mere 4% reduction), when the roadways
were reduced between 12.5% and 25% in widt~?

I
Without ......,dl.tNe ac:tion by tile majority of the City Council at the October 10th meeting, we will be led to
believe tile City Council and 8lBfI' are not acting in good faith as stewards of our community resources Dr as
partners in community imprtlll8lT1ent and participation, If the City eouncil is unwitting to demand a Feasibility
Study compliant with ils direction, _ respectfully request that the City eouncil cancel this neighborhood
project.

Sincerely.

DaVida
Dorothy
12261 Rd.

Frana. ~
1216 Inger.otj Rd.

.

J 0/9/00
