The following are my personal comments and in no way <br />reflect the comments of the Task Force as a whole. <br /> <br />I will attempt to follow the format of BRW's feasibility report. <br /> <br />Introduction <br /> <br />. <br /> <br />Because of the PCI ratings done by the State in the 1990s, I, as well <br />as others, dispute the PCI ratings you have identified for Ingerson <br />Road and Hamline, As we discussed during the Task Force meetings, <br />the PCI ratings you have listed are solely subjective ratings and, <br />therefore, subject to differing interpretations. <br /> <br />No one has every substantiated the allegation that the low area on <br />Ingerson Road "routinely" or "regular[ly]" "floods." <br /> <br />What do you mean by the statement that Ingerson Road will be <br />sealcoated in 2003? Are you proposing to redo Ingerson Road <br />completely in 2001 and then come back 2 years later and sealcoat it <br />again at the expense of the residents! <br /> <br />Pro Dosed Imnrovements <br /> <br />Subbase <br /> <br />. <br /> <br />It was my understanding that the Council requested a street-by- <br />street assessment as to whether a subbase was recommended by <br />BRW. Your feasibility report proposes a new 24"- 28" subbase for all <br />streets within the project: 4" of Bituminous, 8-12" of aggregate base <br />and 12" of sand. I still do not believe that you have substantiated <br />the need for a new subbase for all streets within the project. I note <br />that you did not address the fact that the vast majority of streets <br />
