<br />e <br /> <br />e <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - SEPTEMBER 11, 2000 <br /> <br /> <br />31 <br /> <br />An audience member noted that the quality of the water at this time must be healthy since there is <br />a great deal oflife in the water. <br /> <br />An audience mernber noted that there was a great deal of wildlife in the area of the Femwood <br />Channel which reflected nature at its [illest. She invited the Councilmembers to visit the area at <br />night to listen to the sounds of nature. She felt that this was a very special place. <br /> <br />Councilmember Aplikowski stated that the Council did not want to take this amenity away from <br />the neighborhood. <br /> <br />Councilmember Larson asked if a weir structure was still being proposed. Mayor Probst stated <br />that the intent would be to do some sort of pretreatment on the State-owned property. Mr. Brown <br />concurred. <br /> <br />2. Resolution No. 00-27, A Resolution Ordering a Revised Preliminary <br />Feasibility Report in the Matter of the 2000/2001 Street Improvement Project <br /> <br />Mayor Probst stated that the action before the City Council at this time was to adopt Resolution <br />00-27 ordering a revised preliminary feasibility report in the matter of the 2000/2001 Street <br />Improvement Project. <br /> <br />MOTION: <br /> <br />Councilmember Larson moved and Councilmember Aplikowski seconded a <br />motion to adopt Resolution 00-27, ordering a revised preliminary feasibility report <br />in the matter of the 20001200 I Street Improvernent Project, based on the <br />discussions this evening. The motion carried unanimously (5-0). <br /> <br />Mayor Probst called for a recess at 11 :50 p,m, The meeting was reconvened at 11 :55 p.rn. <br /> <br />D. Resolution No. 00-28, Adopting Truth in Taxation Public Hearing Dates for <br />Proposed 2001 Taxes Payable <br /> <br />MOTION: <br /> <br />Councilmember Aplikowski moved and Councilmember Grant seconded a motion <br />to adopt Resolution No. 00-28, Adopting Truth in Taxation Public Hearing Dates <br />for Proposed 2001 Taxes Payable; December 4 and 11,2000. The motion carried <br />unanimously (5-0). <br /> <br />E. Resolution No. 00-29, Clarifying Proposed Sums of Money to be Levied for Levy <br />Year 2000, Payable in 2001 <br /> <br />It was noted that Staff has been developing, reviewing and summarizing the proposed 2001 <br />budget throughout the summer. At the outset of this process, Council gave general direction to <br />Staff with regard to minimizing levy dollar growth and reducing capital plan spending spikes by <br />year. At this stage in the budget process, the preliminary budget reflects property tax revenues <br />that result from a City Council directed 2.5% net levy increase.
