<br />, <br /> <br />tit <br /> <br />e <br /> <br />e <br /> <br />MINUTES <br />CITY OF ARDEN HILLS, MINNESOTA <br />PLANNING COMMISSION <br />WEDNESDAY, OCTOBER 4, 2000 <br />7:30 P.M. - ARDEN HILLS CITY HAlL <br /> <br />DRAFT <br /> <br />CALL TO ORDER <br /> <br />Acting Chair Brent Nelson called the meeting to order at 7:30 p,m. <br /> <br />ROLL CALL <br /> <br />Present wcre Commissioners Stephen Baker, Terri Duchenes, Therese Galatowitsch, <br />Brent Nelson and Daye Sand. <br /> <br />Chair Steve Erickson was absent. <br /> <br />Also present were Councilmember Gregg Larson and Planner Jennifer Chaput, and <br />Recording Secretary Mary Mullen. <br /> <br />APPROVAL OF MINUTES FROM PLANNING COMMISSION MEETING HELD ON <br />SEPTEMBER 6. 2000 <br /> <br />Commissioner Sand moved, scconded by Commissioner Baker, to approve the September <br />6,2000 minutes with the following change: <br /> <br />On page 7, third paragraph, first line, delete "???". <br /> <br />The motion carried unanimously (5-0). <br /> <br />PLANNING CASE #00-35 - TRAN AND O'MEARA - 3295 AND 3301 KATIE LANE - <br />LOT CONSOLIDATION - PUBLIC HEARING <br /> <br />Acting Chair Nclson opened the public hearing at 7:33 p.m. <br /> <br />Staff explained that the applicants arc requesting approval of a lot consolidation to combine two <br />parcels, 3295 Katie Court and 330] Katie Court, Zoned R-3, Townhouse and Low Density <br />Multiple Dwelling District, into one parcel. <br /> <br />The applicants wish to combinc the two parcels to bc able to construct a single family home on <br />one larger parcel. The applicant also feels that one of the parcels, 3295 Katie Lane, may be <br />unbuildable due to a pipeline easement. This easement was used to service TCAAP from <br />Minneapolis and has since been abandoned. Howcver, the easement continues to show up on <br />surveys because the necessary paperwork has not been completed. The easement is for a <br />pipeline, buried at an unknown depth, which was required to be tilled or removed when TCAAP <br />had it abandoned. <br /> <br />The pipeline is at least 12" in diameter and, if it still exists on any property, filled with concrete, <br />would be costly to remove and could impair construction, depending on its depth and location. <br />There have becn no previous planning cases on these specific properties.
