<br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />October 16, 2000 <br /> <br />FROM: <br /> <br />Mayor and City Council <br /> <br />Jennifer Chaput, City Planner~ <br /> <br />Planning Case #00-35, Lot Consolidation <br />Tran and O'Meara, 3295 and 3301 Katie Court <br /> <br />TO: <br /> <br />SUBJECT: <br /> <br />ReQuest <br />The applicants are rcquesting approval of a lot consolidation to combine nvo parcels, <br />3295 Katie Court (Exhibit A) and 3301 Katic Court (Exhibit B), Zoncd R-3, Townhouse <br />and Low Density Multiple Dwclling District, into one parcel (Exhibit C). <br /> <br />. <br /> <br />Backl;!round <br />The applicants wish to combine the two parcels to be able to constmct a single family <br />home on one larger parcel. Thc applicant also feels that one of the parcels, 3295 Katie <br />Lane, may be unbuildable due to a pipeline easement (see letter, Exhibit D). This <br />casement was used to service TCAAP from Minneapolis and has since been abandoned. <br />However, the casement continues to show up on surveys because the necessary <br />paperwork has not been completed. The easement is for a pipeline, buried at an unknown <br />depth, which was required to be filled or removed when TCAAP had it abandoned. <br /> <br />The pipeline is at least 1 2" in diameter and, if it still exists on any property, filled with <br />concrete, it would be costly to remove and could impair construction, depending on its <br />depth and location. There have been no previous planning cases on these specific <br />properties. However, a variance was granted by the City Council in 1983 during the <br />initial platting of tbe Katie Court area to allow for a ten-foot reduction in the front yard <br />setbacks of each lot. <br /> <br />Zoninl! Review <br />From the procedural requirements outlined in Section 22-12, (e) of the City Code for the <br />consolidation of platted lots, the following can be determined: <br /> <br />. <br /> <br />1. All of the required documentation was submitted to the City, including a registered <br />survey of the properties in question. <br />2. The resulting parcel of the consolidation will exceed all of the minimum dimensional <br />requirements of the City's Zoning Ordinance, as shown in Table 1, below. A <br />structure could also be easily built on the resulting lot, meeting all of the minimum <br />setback requirements. <br />3. The consolidation will not be detrimental to the public or to adjacent lands. The <br />purpose of the consolidation is to avoid, during construction on the property, an <br />
