e

e

e

.

3

ARDEN HILLS CITY COUNClL - OCTOBER 30, 2000

Ms. Garski stated she has discussed this issue with City Planner Chaput and Julie Wikelius, the
school's Principal, as well as the Maintenance Supervisor for the School District. She added that
nothing has been done to fix the problem. Ms. Chaput stated she was told the School District
would look into the problem and resolve it.

Mayor Probst stated that the Special Use Permit granted to the school was conditioned upon
resolution of this problem. He noted thal another issue rcgarding the school was on the meeting
agenda. He suggested that, with Council's agreement, City staff should be directed to follow up
with the School District regarding the parking lot lighting issue and the potential revocation of
their SUP if this issue is not sufficiently addressed. He added that staff should indicate that the
City's interest in pursuing other projects in conjunction with the School District would be
assisted by their immediate attention to this matter.

Mr. Lynch stated that he met recently with Karl Collmark, a representative of the School District,
who indicated that some lights in the parking lot arc on all evcning for security reasons. Ms.
Garski stated she is aware of three lights which are left on for this purpose, adding that allthc
other lights in the parking lot are left on as well.

Councilmemher Larson statcd that the parking lot's security gates should be closed when there
arc no events taking place at the school. He added this would provide better security than thrcc
lights in any case, and thcre would bc no need to worry about activities in the parking lot.

UNFINISHED AND NEW BUSINESS

A. Planning Cascs

1. Casc #00-35, 3295 and 3301 Katie Court, Tran and O'Meara, Lot Consolidation

Ms. Chaput cxplained that the applicants are requesting approval of a lot consolidation to
combine two parcels, 3295 Katie COUlt and 3301 Katie Court, Zoned R-3, TO\vnhousc and Low
Density Multiple Dwelling District, into one parcel.

Ms. Chaput stated the applicants wish to combine the two parcels to be able to construct a single
family home' on one larger parcel. The applicant also feels that one of the parcels, 3295 Katie
Lane, may be unbuildable due to a pipeline easemcnt. This easement was used to servicc TCAAP
from Minneapolis and has since been abandoned. However, the easement continues to show up
on surveys because the nccessary papcrwork has not been completed. Thc easement is for a
pipeline, buried at an unknown depth, which was required to he filled or removed when TCAAP
had it abandoned.

Ms. Chaput stated the pipeline is at least 12" in diameter and, if it still exists on any property,
filled with concrete, would be costly to remove and could impair construction, depending on its
depth and location. There have been no previous planning cases on thesc specific properties.
Howcver, a variance was granted by the City Council in 1983 during the initial platting of the
Katic Court arca to allow for a ten-foot reduction in the front yard setbacks of cach lot.
