e

e

e

CITY OF ARDEN HILLS

MEMORANDUM

DATE:

November 22, 2000

TO:

Mayor and City Councilmcmbers

Joe Lynch, City Administrator ~
City Attorney

FROM:

SUBJECT:

Backe:round
City Attorney, Jcrry Filla, has served the City well for many years. He also provides legal
services to other municipal clients as well. The City has made recent changes to staff and City
Council. While it is not good to change for the sake of change, it does serve the residents of
Arden Hills to ensure that we are receiving sound legal advised in a timely fashion, at a fair
pnce.

We have seen an increased need for legal advice for issues both before the City Council and
staff. Because of this increased demand, we need to examine our CUlTent arrangement for civil
legal services, We will be faced with greater demand for legal advice on a continuing basis due
to the nature of some of the issues we will be dealing with (TCAAP, private development,
Ordinance updates and revisions) in 2001 and beyond.

Recommendation
Based on previous correspondence regarding our current services, and the fact that the City
should go out in the market periodically to determine both the cost and quality available for
professional services, staff recommends that the City Council authorize the City Administrator to
seek Requests for Proposals (RFP's) for legal scrvices in 2001,
