<br />e <br /> <br />e <br /> <br />e <br /> <br />ARDEN HILLS PLANNING COMMISSION - NOVEMBER 1, 2000 <br /> <br />9 <br /> <br />Chair Erickson stated a section on Page 21, Limitation of Spacc, refers to the ability to regulate <br />utilities companies based on how many items of equipment are in onc location. Commissioner <br />Bakcr suggcsted that staff might delemline whethcr such a elause exists in anothcr City's <br />ordinance, and incorporate that. <br /> <br />Chair Erickson stated it would bc beneficial and appropriate for someone working in a related <br />field to provide direction with regard to reviewing pemlits as well as installation and logistics <br />issues, and incorporate their suggestions into the ordinance. <br /> <br />Ms. Chaput stated that the Public Works Director did not have any commcnts, She added the <br />City Engineer could review the document. She reiterated that she received the docllment from <br />the Cable Commission too latc for stafIto rcview it. <br /> <br />Commissioner Nelson stated the City of St. Paul recently adopted an llpdated ordinance in which <br />utilities companies are required to resurface an entire street for consistency. Hc rcquested that <br />staff obtain a copy of St. Paul's ordinance. <br /> <br />Ms. Chaput statcd thc Cable Commission's ordinance was presented to the Planning <br />Commission for review as the Cable Commission is hoping to be consistent so the pelmitting <br />process will be the same throughollt the district. <br /> <br />Commissioncr Sand stated that eight of the ten cities within the cable area have adopted thc <br />ordinancc with the exception of Arden Hills and Lauderdale. Chair Erickson requested that staff <br />determine whether the other cities who have adopted thc ordinance made any changes or <br />improvements to the model ordinance, Ms. Chaput agreed, adding she would obtain comments <br />from the City Engineer and Public Works Director. <br /> <br />Commissioner Sand presented a copy of the ordinance adopted by the City of St. Paul which he <br />obtained on thc Internet. He noted the City of St. Paul organized a Utility Coordination <br />Committee. <br /> <br />Commissioner Sand stated that applications arc being received from cablc franchises that wish to <br />compete with the CU1Tent cable provider, adding thcre is little reason to legally deny their right to <br />compete, He expressed the sense of urgency attached to this ordinance as thc amount of <br />additional trenching and wiring within the City will increase dramatically. <br /> <br />OLD BUSINESS <br /> <br />A. Pfa1ll1ing Commission 2001 Workplan (Rcview Draft) <br /> <br />Ms. Chaput reviewed the completed Workplan with updates as discussed at the Commission's <br />last meeting. Chair Erickson stated the workplan is ambitious but represents the Commission's <br />direction and can be amended along the way, He noted the City's antenna ordinance is slated for <br />discussion at the Commission's next meeting. <br /> <br />Ms. Chaput stated, on another matter, that she was contacted by Rick Cox, Cox Insurance, with a <br />potential concept plan and developmcnt proposal for the vacant property at New Brighton Road, <br />Lake Johanna Boulevard and County Road D, She addcd that Mr. Cox was present at the <br />meeting and wished to address the Commission with regard to his plans and obtain the <br />Commission's comments and suggestions before submitting aformal application. <br />
