<br />ARVEl\' HILLS PLAT\lNING COMMISSION - NOVEMBER 1,2000 <br /> <br />10 <br /> <br />Mr. Cox addressed the Commission and presented Chuck Fulmer,Presbyterian Homes, and e <br />Kevin Busch of Busch Caulfield Architects. He stated that he purchased and developed a <br />property across from the one in question a year ago, at 3116 Fairview A venuc in Roseville. He <br />added that he and his wife live in Roseville and wanted to own and develop a property in a <br />residential/commercial area which would be complimentary to the neighborhood and <br />acsthetically similar to the homes surrounding it. <br /> <br />Mr. Cox stated he bccamc intcrested in the property across the street as a means of ensuring it is <br />satisfactOlily developed. He added it is a triangular site which is difficult to develop. He <br />prcsented a concept plan which is a combination oflight retail or office space and residential <br />spacc, He noted that North Suburban Young Life is interested in leasing the space as their <br />northwestern administration officc, adding they would bc an excellent addition to the community <br />through their work with high school and junior high students, <br /> <br />Mr. Cox expressed his excitement over the plan and asked Kevin Busch to present the site plan <br />and related drawings. He added the project would be pursued jointly by himself and Presbyterian <br />Homes as thc primary financier. He notcd that Presbytcrian Homes is interested in developing <br />the property into an amcnity which would serve the neighborhood's best interests. <br /> <br />Kevin Busch, Busch Caulfield Architects, presented the proposed site plan. Hc stated the <br />property has many interesting features and various ways to use the site have becn reviewed. He <br />noted the properties position as a gateway to the City, adding a green space is proposcd for the <br />southernmost tip of the triangular property below a turnaround drive. e <br /> <br />Mr. Busch stated a retail or officc space with interior parking for residents would be 7,600 square <br />feet on a main levcl with two residentiaIliving units, while an upper level situated over the <br />parking area would have five more living units. He added that Mr. Fulmer has indicated <br />Presbyterian Homes would appreciate living units such as these for their staffto Iivc in. <br /> <br />Mr. Busch stated that some liberties had been taken in the drawings with regard to proposcd <br />sctbacks which help create a good use for a difficult property. He added the setbacks are five <br />feet to the east, six feet to the north, and bctwcen fivc and fifteen feet to the west. He noted the <br />project would clean up the property's boundaries which are currcntly vague. <br /> <br />Mr. Busch stated the retail space would be approximately l, 1 00 squarc fcet, and the parking area <br />would have seven parking spaces. <br /> <br />Commissioner Galatowitsch askcd whether the living units would be efficiency apartments. Mr. <br />Busch stated the living units would be one or two bedroom apartments and could be affordable <br />housing, <br /> <br />Commissioner Galatowitsch asked whether the entire southern triangular portion ofthe property <br />could be turned into green space. Mr. Busch stated he has not dctermined whether the <br />turnaround drive is required there. <br /> <br />e <br /> <br />Commissioner Sand stated the property in question was included in the Neighborhood Business <br />district designation discuss cd earlicr. He asked for clarification with regard to the height of the <br />proposed structure, as the Neighborhood Business district has a 35-foot height limitation. Mr. <br />
