<br />e <br /> <br />e <br /> <br />. <br /> <br />ARDEN HILLS PLANNING COMMISSION - NOVEMBER 1,2000 <br /> <br />13 <br /> <br />Councilmember Larson stated a groundbreaking ceremony at the site of the new City Hall <br />facility was held October 16. He added the title has not been transferred but an agreement with <br />the Department of Anny allowed the City to work on the property more than was originally <br />agreed upon. He noted the transfer ofthe title is still pending. <br /> <br />Councilmember Larson stated, with regard to the proposal for the property at New Brighton <br />Road and County Road D, that he hoped the project would be approached in a creative manner. <br />He added that the applicants have done a good job in developing another property at that <br />intersection. <br /> <br />Councilmember Larson stated he is unsure whether the Neighborhood Business District zone <br />will work there if no provision for residences is made. He added it may be an opportunity to <br />reconsider the zoning as underlying uses do not fit within the Neighborhood Business District. <br />He noted that only the General Business classification allows both residences and businesses. <br /> <br />Chair Erickson stated there is no reason that the Neighborhood Business District should not have <br />a provision for residences. He added the Commission might wish to review that issue. <br />Councilmember Larson stated it might be best to leave the definition as it is, and if it comes <br />forward as a project, the applicants could apply for a PUD and rezoning at that time. <br /> <br />Commissioner Galatowitsch stressed the importance of working with business owners and doing <br />whatever is necessary to redevelop this property. She added she would not wish the City's <br />zoning requirements to discourage the applicant in any way. <br /> <br />Commissioner Galatowitsch stated the PUD process would be cumbersome and lengthy. Chair <br />Erickson agreed. Commissioner Baker stated it would open the City to more PUD applications. <br />Councilmember Larson stated it would still be necessary to rezone the property. <br /> <br />Commissioner Sand suggested the property could be split-zoned, or to redefine the requirements <br />ofthe Neighborhood Business District. The Commission agreed. Ms. Chaput stated she would <br />include a discussion of the Neighborhood Business District requirements on the Commission's <br />next meeting agenda. <br /> <br />B. Planning Commissioners <br /> <br />Chair Erickson expressed regrets at having missed the groundbreaking ceremony on October 16. <br />He asked for a projected completion date. Counci1member Larson stated the facility will be <br />completed in 2001. <br /> <br />C. Staff <br /> <br />1. Upcoming I-35W Coalition Planning Commission Meeting - Topics <br /> <br />Ms. Chaput stated a joint Planning Commission meeting is being planned, and asked whether the <br />Commissioner's had any topics they might wish to discuss. <br /> <br />Commissioner Galatowitsch stated she attended a joint Planning Commission meeting which <br />was interesting and promoted a sense of community among the neighboring cities. <br />Commissioner Baker stated a presentation had been given with regard to using GIS to coordinate <br />data from multiple sources. <br />
