<br />i <br /> <br />, <br />J <br /> <br />e <br /> <br />e <br /> <br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />November 2, 2000 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Jennifer Chaput, City PlannerCf- <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Planning Case #00-38, City of Arden Hills <br />Amending Section IV (A) of Ordinance #291, Zoning Map <br />(Rezoning Properties to Neighborhood Business) <br /> <br />Reauest <br />The City of Arden Hills requests that Section IV (A) of the Zoning Ordinance #291, Zoning Map, <br />be amended to include the Neighborhood Business District (Exhibit A, Proposed Zoning Map dated <br />November 27,2000). <br /> <br />Backl!round <br />On September 27, 1999 (Planning Case #99-04), the language for a new zoning district (Exhibit <br />B), the Neighborhood Business District, was adopted by the City Council and inserted into the <br />City's Zoning Ordinance. Although the new district and language were adopted, the properties <br />under discussion for this district were nol rezoned. Therefore, at this time, there are no properties <br />in the City in the Neighborhood Business District. <br /> <br />The language for this district was adopted according to Comprehensive Plan and future planning <br />discussions as well as the identification of properties that didn't necessarily fit into the current <br />zoning districts. In Planning Case #99-04 (Exhibit C), the Planning Commission identified and <br />discussed seven sites within the community that should be considered for inclusion into the <br />Neighborhood Business district, as identified on the chart in Exhibit D. Photographs and location <br />maps are also attached to this Exhibit in Exhibits E through I. <br /> <br />Review <br />Section VIII, D of the City's Zoning Ordinance outlines the procedural requirements for zoning <br />ordinance amendments and rezonings. <br /> <br />Rezoning properties require that the proposed rezoning be consistent with the Comprehensive <br />Plan. The Comprehensive Plan states the following regarding Neighborhood Business: <br /> <br />"Neighborhood Business designates small, isolated areas for neighborhood commercial land uses <br />when they are compatible with surrounding residential uses. Commercial uses that are high traffic <br />generators, noise generators or otherwise not compatible with residential neighborhoods, are <br />inappropriate. Typically Neighborhood Business areas will be located on intersections or nodes <br />that are on the edge of residential areas, are not desirable sites for housing or have traditionally <br />been occupied with neighborhood services." <br />
